However, with Eastern Peripheral Expressway (EPE) already operational and [URL="https://timesofindia.indiatimes.com/topic/Western-Peripheral-Expressway"]Western Peripheral Expressway[/URL] ([URL="https://timesofindia.indiatimes.com/topic/WPE"]WPE[/URL]) slated to open in the first week of October, the situation may finally change for better. Delhi Traffic Police is hopeful that with the two expressways completing a ring around Delhi, most vehicles, particularly goods carriers, will not enter the city. In August, more than 62,000 vehicles used EPE to bypass the capital, said Alok Kumar, joint commissioner (traffic), [URL="https://timesofindia.indiatimes.com/topic/delhi-police"]Delhi Police[/URL]. �Things will further improve with the opening of Western Peripheral Expressway and Delhi would be saved from congestion,� he added. [IMG]https://static.toiimg.com/img/65907386/Master.jpg[/IMG] It is difficult to predict how many vehicles would use the the Kundli-Manesar-Palwal WPE, but the number would be significant, said Kumar. Approximately 1.5 lakh vehicles, including both goods and passenger vehicles, enter the capital every day. �Most of the accidents occur near highways and the biggest black spots of Delhi are located along the national highways. As per our data, freight vehicles are involved in 44% of the accidents,� said Sewa Ram, professor of transport planning, School of Planning and Architecture. �If these vehicles are taken away from the national highways, thanks to the peripheral expressways, there should be some reduction in crashes that are taking place now,� he said. According to Gaurav Dubey, programme manager (sustainable mobility), Centre for Science and Environment, accidents tend to happen in the late hours as roads are empty and as a result, speed of vehicles are high unlike during the day when congestion brings down chances of fatal crashes. �This traffic is largely composed of heavy vehicles with a high chance of fatal accidents. If heavy vehicles are put off the roads, there is definitely going to be some kind of benefit though it is difficult to give a figure without doing a survey,� he said. Referring to non-destined vehicles, Dubey said, �Many vehicles come to Delhi unnecessarily. Western Peripheral Expressway will be beneficial for these vehicles as well as they won�t have to waste time.� With WPE becoming operational, the traffic coming from the northern part of Delhi and bound towards Mumbai or Chennai will now get shifted. �This will, however, happen if the diversion of traffic to Western Peripheral Expressway is implemented in a more purposeful manner,� said S Velmurugan, head, traffic engineering and safety division, [URL="https://timesofindia.indiatimes.com/topic/Central-Road-Research-Institute"]Central Road Research Institute[/URL]. �We will witness a 25% reduction in road crashes if goods vehicles without any shipment for Delhi are not allowed to enter the city. In the case of passenger vehicles, however, the reduction will be around 10-12%,� he said. Experts, however, said that while congestion and number of accidents in Delhi might go down with the opening of WPE, there is also a need to ensure road safety on the expressway itself. �Eastern Peripheral Expressway is witnessing accidents and we assume a safety audit has been done for Western Peripheral Expressway,� said Sewa Ram. �We hope some lessons are learnt from EPE and safety record of Western Peripheral Expressway would be better.� [h=2]Velmurugan also stressed on the need to look into the road safety aspects of peripheral expressways, each around 135km long. �Loops and some other locations need adequate safety treatment, apart from proper signage and road markings.�[/h] A spokesperson of Essel Infraprojects Limited, which has constructed the largest section of the expressway, said WPE would be access-controlled with chain-link fencing to control unwanted entries or exits. �The expressway also boasts of three-foot-wide metal beam crash barriers throughout the six lanes for increased safety of the commuters,� he said. DCP (crime) Joy Tirkey said that the gang was led by a woman named Simmi (33) who was found to be involved in several cases in west and outer Delhi in the last eight years. She had employed brokers who would fix the deals with buyers, take payment and disappear. Simmi said that in 2009, her gang members, Sachin and Ajmal Ansar, who were property dealers, hatched a conspiracy to sell vacant plots near Inder Enclave. They prepared forged documents of a 50 sq yard vacant plot and she posed as the owner. They sold the plot to one Suresh Kumar. When Kumar realised that he had been cheated, he got a case registered.
