The first section of Pink Line — between Majlis Park and Durgabai Deshmukh South Campus stations — was jointly flagged off by Union minister Hardeep Singh Puri and CM Arvind [URL="https://timesofindia.indiatimes.com/topic/Kejriwal"]Kejriwal[/URL] at 4 pm from Metro Bhawan. Commercial operations on the stretch began at 6pm from the two stations simultaneously. The corridor is the longest stretch opened as part of Phase-III so far. It consists of 12 stations and will connect DU's south campus for the first time. This is also the first corridor on the arterial Ring Road. There are three interchange points — at Azadpur, Netaji Subhash Place and Rajouri Garden. A fourth interchange will be available between Dhaula Kuan station of Airport Express Line and the Durgabai Deshmukh South Campus station when a nearly km-long walkway connecting the two will come up by June. Commuters who travelled on Pink Line on Wednesday were pleased with the reduced travel time. "Pink Line connects major locations along Ring Road, which will significantly reduce travel time for many passengers. To reach Rajouri Garden from Adarsh Nagar, I had to take a detour through Kashmere Gate and Rajiv Chowk. Now, I will just have to change trains at Azadpur and can reach Rajouri Garden directly," said Gulmehak Singh, a passenger. The Centre's law officer said that the affidavit contains all requisite measures," Puri said. The minister added, "The municipal corporations will also submit an affidavit in the next few days. If there are any deficiencies, such as the pending notification of 351 roads for mixed land use, it will be done soon." He said that by Tuesday, Delhi government will finalise the work on notifying the 351 roads. Puri said that an ordinance can be challenged and it can only be brought out when Parliament is in session. "We have statutory authority, which we have used," he added. He was talking to reporters after flagging off the first stretch of Delhi Metro's Pink Line along with chief minister Arvind Kejriwal on Wednesday. DDA had submitted an affidavit in SC on Monday containing the amendments to the master plan and the measures taken by it to mitigate environmental and other concerns arising as a result of it. The land-owning agency, in February, amended the master plan and gave a uniform floor area ratio of 350 to shop-cum-residential plots and complexes, allowed commercial use of basements and rationalised conversion charges. Steps were also taken to address the concerns of residents, such as removing pubs and clubs from residential areas. Meanwhile, the building departments of the three corporations sealed 61 properties on Wednesday for violations, like misuse of stilt parking, non-payment of conversion charges and illegal construction. South corporation sealed 14 properties, north 23 and east acted against 24 units. The sealing drive was carried out in areas like Azad Market, Naraina Vihar and Paschim Vihar under north corporation, Punjabi Bagh, Vikaspuri and Hari Nagar under south, and Nirman Vihar and Nand Nagri under east corporation. In February, some of these cases came under the scanner of the CBI and the agency proceeded to register FIRs. The SC panel visited the site on February 19. The land was extensively encroached upon in the form of farmhouses, boundary walls, semi-permanent structures and structures set up in the name of social organisations. SC monitoring panel members K J Rao and Bhure Lal visited the site and have sought a report from DM (south) Amjad Tak. Asola was turned into a fortress on Wednesday as uniformed personnel took positions as early as 5am. Bulldozers were at work till after sunset. The teams went about bringing down buildings and boundary walls around government land encroached by land mafia who further sold them off as farmhouses to the rich and powerful and allowed some organisations to set up ashrams. "As per directions of the Supreme Court's monitoring committee, notices were served on encroachers on 42 khasra numbers to remove their encroachments themselves. However, they failed to remove the encroachments; therefore, this operation was planned. Some of those served notices also include occupants involved in tampering of revenue records into which the CBI is investigating," the DM said. "The land is being secured by fencing and then by a permanent boundary wall," he added. Tak said that one social organisation had encroached upon as much as 400 bighas. "Inside the premises too, the authorities found four illegal borewells, stone mining acitivities and construction material piled up in violation of NGT orders. [B]All this was being done on forest land," he said. TOI has earlier reported on the complex nature of land ownership and messy transactions in Asola. On one side of the road are luxurious farmhouses and, on the other, lies a fenced tract dotted with overgrow n shrubs, trees and rugged pits. At the end of the road is a water-filled pit surrounded by a broken boundary wall. This portion, comprising khasra no. 1354 in the land revenue records of Asola village, actually belongs to the village, officials said. It was allegedly sold to one Raman Mehra by a private dealer who had conned her into the transaction by promising a better tract across the road. This illegal sale could not have been accomplished without the connivance of lower revenue officials, who hold the key to the status of land here. This case and five other land deals in this village are under CBI's scanner.[/B] Since the fraud was unearthed, the south district authorities, who are also the complainants in the case, have moved to rectify the illegal changes in the records and restored land status to "gram sabha land". In fact, the road that divided the water-filled plot from the farmhouses now stands scrapped in revenue records. The reclamation of government land and its restoration to land-owning agencies was helped in no small measure by the "sijra" — a detailed village [URL="https://timesofindia.indiatimes.com/topic/map"]map[/URL] used for legal and administrative purposes. In the process, the missing portions of sijra prepared in [URL="https://timesofindia.indiatimes.com/topic/1908"]1908[/URL] have been recreated using technology and ground matching to show every single khasra and ownership status. "Wednesday's action against encroachers too was based on such documentation to prevent any legal infirmities," revealed Amjad Tak, South district magistrate. "The demarcation of the forest/ridge land was carried out using the Total Station Machine method." The TSM method involves almost computer-accurate demarcation and mapping of land that pre-empts litigation. Tak pointed that detailed survey maps were prepared on the specific [URL="https://timesofindia.indiatimes.com/topic/encroachment"]encroachment[/URL] of forest, gaon sabha and other government land in Asola. The maps have been verified by the revenue department of Delhi government. The maps show the encroachments as per field assessments in red and yellow colours. TOI had reported earlier how due to the missing portions of the old sijra, the historical evolution and demarcation of khasras could not be determined, making the role of lower revenue officials, including the khatauni, khasra girdawari and the patwari, critical to land records. There was, therefore, the need to firm up the existing maps and to mark out each khasra to prevent unscrupulous land dealers from misusing this lacuna. Apparently, an active network of blackmailers thrives in the area with thousands of crores of rupees at stake for those who have bought land there or have their possession under scrutiny. Adding to the land issue was the fact that an area of less than 500 metres in radius comprises a complex mix of farmhouses, roads, forest land and gram sabha land, indicating that the land mafia has been at work for years, taking advantage of the gaps in the revenue record system and the land laws of Delhi. While the government has been striving to digitise land records, these cases of fraud focus attention on the robust khasra girdawari, a document in which the patwari enters details like the name of the plot's owner and cultivator, land/khasra number, area, kind of land, cultivated or non-cultivated category, source of irrigation, name of crop and other minutiae. Hari Shankar asked Sunita Narain, who heads the Centre for Science and Environment, to give a report on the issue of e-waste disposal. [B]Visit to garbage dumps[/B] The Bench also asked the local commissioner, a journalist appointed by it earlier to inspect waste disposal in various parts of the city, to once again visit various garbage dumps to ascertain whether waste management by-laws, which were notified recently, were being implemented by civic bodies. The inspections were ordered by the Bench as it was of the view that emergence of cases of dengue, chikungunya and malaria at the start of the year were a matter of concern as in the past these diseases had attained emergency proportions. The court had earlier noted that six cases of dengue, two of malaria and one of chikungunya were reported from Delhi in the first two months of 2018. It also asked the Delhi Cantonment Board (DCB) if the recently notified waste management by-laws were being implemented in areas under its jurisdiction. [B]Public interest petitions[/B] The court was hearing two petitions filed in public interest by advocates Arpit Bhargava and Gauri Grover seeking directions to the authorities to take steps to prevent the spread of vector-borne diseases in the Capital. Noting that garbage and lack of cleanliness also contributed to spread of vector-borne diseases, the court ordered framing of waste management bye-laws. "Some of us even paid bribes and kept on visiting the local jal board office to get the choked sewer cleared, but with no result. Suction machines are deployed by DJB but the problem persists. The only solution is to repair the sewer line," Rao explained. Residents say that the choked sewer repeatedly leads to water contamination and damaged roads. "DJB officials are playing with the health and life of the resident here as the overflowing sewer has resulted in contamination of drinking water," said Tarandeep Singh, a resident. "Every time the junior engineer comes and gets some minor work done, but problem resurfaces in a few days," he added. Dinesh Narang, another resident said that while the population of the locality has increased over the years, the pipes haven't been changed. Unaware of the magnanimity of the situation, a local DJB official said that the sewer lines of the area was very old and required sanctioning of large amount of funds for complete replacement. "New lines are being laid in that area and we will soon cover the entire locality. Meanwhile super-suckers are deployed to clear lines whenever the problem increases," added the official.
