On other hand, Leader of Opposition Vijender Gupta said that BJP MLAs will bring adjournment motion on a number of issues including sealing and the AAP government's tussle with the bureaucrats. "Opposition will expose government's double face and indulgence in politics on the sensitive issue of sealing, collapse of governance due to mistrust with the bureaucracy, unauthorised continuation of Kailash Gehlot as minister despite cancellation of his membership...," Gupta said in a statement. The BJP leader, an MLA from Rohini, said that he will question the government on issues such as alleged "misuse" of labour welfare fund and appointments in the Labour Welfare Board. According to a statement issued by the Assembly Secretariat, deputy chief minister Manish Sisodia will present the 2018-19 budget of the Delhi government on March 22 and he will also table the Economic Survey of Delhi on March 19. The statement said that the deputy chief minister will present the 'Outcome Budget" on March 20 where he would inform the House about the deadline of projects carried out by various departments. The observation by Justice VK Rao came during the hearing of a plea of a Hauz Khas eatery that was shut down for being located in a structure of over 15 metre height, violating the rule laid down by the Archaeological Survey of India (ASI). The eatery, Moonshine Cafe and Bar, had claimed that it was located on the second floor of the building where there were other restaurants which were allowed to operate and had sought similar relief for itself. The high court rejected the contention saying it "cannot claim any negative equality" and dismissed the plea challenging the decision of the [URL="https://timesofindia.indiatimes.com/topic/South-Delhi-Municipal-Corporation"]South Delhi Municipal Corporation[/URL] (SDMC) to close the eatery and revoke its licence. The court, however, told the SDMC and other authorities concerned that if there was violation of any building bye-laws or permission granted by the ASI, it "should be an impediment for everyone to run a restaurant". "The respondents cannot close their eyes and allow the illegality to be perpetuated by other restaurants in the same building. The respondents are required to take action in that regard," the court said. There is, however, no clarity whether Delhi government will take an all-party delegation to meet the monitoring committee or only its council of ministers. In a press conference on Tuesday, deputy CM Manish Sisodia said that an all-party delegation would call upon the monitoring committee for discussion on the issue of sealing. But in 2017-18, metro saw negative growth for the first time. Starting with 40,000 passengers a day on an average, metro�s daily [URL="https://timesofindia.indiatimes.com/topic/ridership"]ridership[/URL] grew by leaps and bounds. Between 2009-10 and 2011-12, ridership saw an increase of four lakh every fiscal. In the last five years, metro has seen an increase of about two lakh passengers using the system every day. The second phase of the hike from October saw an even steeper dip. The first dip occurred in May itself when ridership decreased by a lakh as compared to the previous month. For the next two months thereafter, the ridership figure kept on going down by a lakh. But it rose again in August and September. The average ridership of 27.6 lakh passengers in September was closer to the figure of 27.7 lakh registered in April. But DMRC received a bigger jolt in October when the second phase of fare hike was rolled out. Its ridership fell by over three lakhs as compared to not just the month before that but also the corresponding month in 2016. There was marginal improvement in November, but then the biggest slump happened in December when ridership fell to 22.9 lakh�a four-lakh dip when compared to the corresponding period in 2016. Ridership increased by a lakh in January and February this year. But the figure is still four lakh less than what it was in the corresponding period in 2017 and even 2015. �Metro ridership, after a drop in October, 2017, is registering a steady increase. In January, 2018, the overall ridership of Delhi Metro was 69,000 more than the preceding month indicating an upward trend,� said DMRC spokesperson Anuj Dayal. �Continuing the upward trend, the average monthly ridership increased further by 80,000 passengers in February. Therefore, the trends for the last two months indicate that ridership is on an upward swing,� he said. He said the highest ridership in February was even higher at 26.98 lakh. �Metro�s ridership is generally low in the months of December and January every year because of the holiday season. This was done so residents could build stilt parking unit up to 8ft, upper ground floor and three floors on top of it. Residents, however, have been using the stilt parking space as storage space, godowns and servant quarters or for commercial activities,� a senior corporation official said. Out of the 25 properties sealed by the north corporation, 22 were stilt parking units. �15 stilt parking units were sealed in Rajouri Garden, two in Rohini Sector-11, two in Mori Gate and three in Shalimar Bagh,� a north corporation official said. Everyone commits small technical violations but you can�t destroy all businesses in Delhi because of that. So many people will be out of job that no one will be able to control law and order,� he said. Referring to his demand for a central ordinance to end the impasse, he said, �When SC banned jallikattu, BJP brought an ordinance to overrule it. If ordinances can be brought for festivals, why cannot the same central government bring an ordinance to save lakhs of Delhi traders?� Hundreds thronged the narrow lanes of Raghubar Pura to listen to the CM, with many even occupying the balconies of surrounding houses.
