The Centre�s suggestion came in the context of various housing projects in NCR being stalled due to real estate companies facing financial crunch and insolvency proceedings and homebuyers being worst sufferers as they are compelled to pay interest on home loans without relief in near future. The government recommended RBI change its guidelines and allow banks to provide last mile funding to complete projects at an advanced stage of construction. RBI in its February circular said any loan given to stalled projects would be considered as a non-performing asset and restricted fresh funds. Though SC has taken upon itself the task of protecting the interests of over 46,000 homebuyers in Amrapali group, directing the National Building Construction Corporation to take over stuck projects, there remain more than 2.5 lakh investors who have been taken for a ride by other builders. To redress the woes of buyers and to ensure cash flow for construction of stalled projects, the UP government had set up a high-powered committee headed by the Union housing secretary to consult all stakeholders and suggest measures to revive the sector. Filing the report before a bench of Justices Arun Mishra and U U Lalit, which is hearing the Amrapali case, the Centre said around three lakh homebuyers are affected due to non-delivery of flats and a multi-pronged approach is needed to resolve the crisis in the NCR. The report held real estate companies responsible for the crisis as they diverted homebuyers� funds to expand their business. It said some builders sold their projects at prices lower than the cost of construction due to stiff competition which made them economically unviable and suggested that [URL="https://timesofindia.indiatimes.com/topic/NBCC"]NBCC[/URL] be roped in to complete the projects. �SC has directed that NBCC has to conduct survey and furnish the proposal for stalled projects of Amrapali group. Similarly, it is recommended that NBCC may conduct a survey of stalled projects of other developers in Noida and Greater Noida...the authorities shall provide their full assistance,� the report said. The report said in addition to Amrapali, there are 10,000 homebuyers in Three C group of companies, 30,000 in Jaypee and 5,923 in Unitech who are affected due to non-delivery of flats. �Many projects are almost complete but can not be handed over to the homebuyers because of some minor pending construction work. At this stage, the investors do not put in their money as there is no clarity on return of their invested money. Therefore in absence of last mile funding, projects get stuck. Therefore it is recommended that the last mile funding for projects may be permitted on the basis of �Last-In First Out�, where the investor who puts in money at the last stage to complete the stalled projects exits first,� the report said. The directive was issued by a bench headed by Justice R S Rathore and expert member SS Garbyal. The petitioner, Spenbio, an NGO, has said that it would again submit an application in the NGT seeking to extend the order to other NCR cities, especially Noida. �The tribunal order is a standing one. While we had initially appealed only for Ghaziabad, we will further appeal with the NGT to help us get it implemented in Noida and [URL="https://timesofindia.indiatimes.com/topic/Yamuna-Expressway"]Greater Noida[/URL] as well,� said Akash Vashishtha, an environmentalist from Ghaziabad. The NGO had submitted a list of 60 banquet halls in Ghaziabad which were polluting the air and drawing underground water. �Out of 136 baraat ghars (banquet halls), in Ghaziabad, only one has permission. We are now planning to make an estimate of all the farmhouses and wedding halls in Noida and Greater Noida which are violating pollution control norms in the city during the wedding season. Apart from dumping garbage, water extraction with deep borewells is a common problem at these venues. Also, long queues of cars for reaching these venues at a period which is already highly polluted further adds to the pollution,� Vashishtha said. The divider on the [URL="https://timesofindia.indiatimes.com/topic/Yamuna-bridge"]Yamuna bridge[/URL] connecting the Mahamaya Flyover with the Noida-Greater Noida Expressway has become a regular cause of accidents. At least five [URL="https://timesofindia.indiatimes.com/topic/trucks"]trucks[/URL] have crashed into the divider in the past three months, with police saying that many of the accidents at the spot go unreported. The divider is at a crucial spot where vehicles coming from Greater Noida via the Noida-Greater Noida Expressway and Delhi via Kalindi Kunj merge into two lanes. Police say the vehicles � especially heavy-loaded trucks � tend to overlook the divider, causing late-night accidents when vehicles tend to speed down the road. In June this year, at least two trucks had rammed into the divider, with one of them overturning at the spot. After residents pointed this out to the Noida Authority, it got a V-shape marking at the tail-end of the med-ian and installed some pointed bollards on the edges of the marking. However, this had little effect as the accidents continued to occur. On June 29, a truck with a UP registration rammed the divider, destroying a major part of the median. At least two more incidents of trucks jumping over the divider and damaging the median were reported in July. Jitendra Tripathi, the in charge of TGIP police chowki, said the driver was sleepy and had failed to spot the median. Most of the accidents have happened either during late night hours or early morning, when drivers tend to be sleepy. Vishnu Prasad Saini, a consultant working in the field of traffic planning, said there is a need for blinkers on the divider, proper chevron markings and signages to alert commuters travelling on the bridge. �As temporary solutions have not worked for us, we need some permanent solution. Blinkers and chevron marking are a must for alerting drivers during late night hours. Moreover, signages to alert commuters to maintain their speed and informing them about the divider ahead are urgently required,� he said. The Noida Authority is planning to install water-tank crash barriers on the spot so that they can bear the impact of any crash on the divider. �The road needs proper alignment as it being used by fast-moving vehicles. This may take some time, so we are planning to install the water-tank crash barriers on the spot in some days,� said Rajiv Tyagi, general manager (projects), Noida Authority.
