The intensified vigil comes against the backdrop of several complaints of tree felling in Ghaziabad, where 98 trees were cut recently in a city forest area. District forest officer Diksha Bhandari said an advisory would be issue soon to prevent any violation of the Uttar Pradesh Tree protection Act, 1976, which has specific guidelines pertaining to tree maintenance in the state. The Act was instituted to prevent cutting, girdling, lopping, pollarding or damaging a tree in any other manner. �This is a typical problem after the monsoons every year, when the Authorities send out people to prune trees in city areas. But we end up getting complaints about irresponsible cutting. We now want both the Ghaziabad Development Authority and the Nagar Nigam to seek our assistance and guidelines before any such maintenance work. There are techniques and guidelines for tree cutting specified under the Act and those must be upheld. We are also setting up a panel to monitor that parts of trees that are cut are not sold for any personal gain,� Bhandari said. Teams from the Ghaziabad Development Authority had recently damaged 98 trees inadvertently during a drive to prune branches that spread into the roads. �The entire branches and at times trunks are getting cut in cases where only a gentle trimming is required. Such random cutting of branches affects the canopy that trees create by enmeshed branches and provide shade on roads. We have been documenting such ad hoc cutting of trees in the district,� Akash Vashishtha, a Ghaziabad-based environmentalist, said. However, a strict vigil is kept in the city for stopping any kind of major felling. Noida has so far not faced the issue of random tree cutting. But yes, a permission from the forest department for any kind of cutting, pruning by any private or government agency is required, even if it is for maintenance purpose.� The two Authorities regularly prune branches of big trees to prevent accidents caused by electrical lines. We had switched it off as there were snarls on the route,� said RP Singh, project engineer, Noida Authority. �There was no requirement of the red light when two U-turns were provided on the road for commuters,� he added. On June 26, TOI had reported that the Authority had to widen the U-turns as high-end cars could not pass through them easily. An eye-witness said there was a pile up on both the carriageways of the road when the red light in front of gate number 1 of the sector was suddenly switched on. �Some of the cars had banged into each other as the lights were suddenly switched on. Traffic was moving at a snail�s pace here as commuters from the nearby sector continued to exit from the cut. What is the use of the U-turns when red light has to remain switched on?,� said Bharti Sharma, a commuter. While the Noida Authority had earlier said that it would close both the cuts on the road after the U-turns are opened, one of the cuts continues to be used by school buses and cars that travel from Sector 15A, traffic police cops said. �The cut is opened for movement of VIPs and some school buses. The RWA is not letting the cut to be permanently closed,� a senior cop said. However, when contacted, Sector 15A RWA said the cut is only opened for two school buses. �Schools of two major schools on the expressway have not re-routed their buses yet. The cut is only opened for them since they cannot cross the U-turn. We also want the cut to be permanently closed due to accidents here although it is very convenient to us. However, it can�t be done till the schools re-route their buses,� said Sector 15A RWA president Anand Shukla. But SP (traffic) Anil Jha said they had no information about the red light being switched on Tuesday.
