"Eleven manual scavengers have died in Delhi in one week, the government is responsible for this and must put a stop to it," said Bezwada Wilson, national convener of the andolan. "There are many things it [the government] can do but they are not even identifying those involved [in manual scavenging]," he added. Between chants of 'Jai Bhim' ringing from a loudspeaker, the kin of those killed in sewer cleaning accidents shared stories of grief. Surjakala, from Ludhiana, spoke about her 10-year-old son, Arman, who died in one such accident in 2014. "He was tempted with Rs. 500 to enter a drain to clean it. He drowned and lost his life. Why did this have to happen," she asked. Mamta, also from Ludhiana, whose relative, Tinku, fell victim to a sewer accident, said: "We are made to go into sewers for work and our children are left orphaned and homeless." She said that she had received compensation from the government and had been given a job, "but it is irregular work... and it is hard to sustain the household". [B]No compensation[/B] Rani, whose partner Anil recently died while cleaning a drain in south-west Delhi's Dabri, was at the protest with her three children. Holding up a picture of her and her partner, she said she had not received any compensation. In a letter to the Prime Minister, the andolan said that 221 people had been killed in sewers and septic tanks since 2017, with 83 people having died in just the last few months. "These are only the reported deaths. There are thousands of unreported deaths in sewer work all across the country. It is shocking that no one is taking responsibility for these killings," it read. Pointing out flaws in the government's survey of manual scavengers, the letter stated: "All the persons who died in sewer work were those whose names did not appear in any survey record." The letter made multiple demands, including adequate compensation to families of those killed in sewer deaths, provision of alternative employment, mechanisation of sewerage work and to immediately devise an action plan to stop such deaths. Manga Devi, who lost her husband in a sewer-related accident in 2014, said: "There needs to be some solution to this. Too many women have lost their husbands." This has been made possible through the [URL="https://realty.economictimes.indiatimes.com/tag/mukhyamantri+solar+power+scheme"]Mukhyamantri Solar Power Scheme[/URL]that was approved by the Delhi cabinet on Tuesday. The scheme is applicable to both group housing societies and independent houses. Delhi power minister Satyendar Jain said the housing societies will have to sign a tripartite agreement with Delhi government and the service provider for installation of solar panels under Renewable Energy Service Company (RESCO) model. The installation cost would be borne by the private company. "If the housing societies provide more space for installing solar panels than their requirement, the cost of energy consumed by them would come down further as the companies will be able to sell the additional power to the grid," Jain said. CGHS will be able to utilise the energy produced to light up common areas, run elevators and water pumps, among other activities by paying just Rs 1 per unit. Though solar energy generation would cost about Rs 3 per unit, Delhi government will give a generation-based incentive (GBI) of Rs 2 on each unit of electricity consumed by the housing societies. In the case of independent house owners, the installation cost of Rs 45,000-55,000 will have to be borne by them. Though the government will not be a part of the agreement signed between the house owner and service provider, it will still provide GBI of Rs 2. Additional energy generated through the solar panels can be sold to the grid, the minister said. The solar panels will be installed at a height of 2.4m (8 feet) so that the terrace of an individual house or group housing societies can be used for other purposes. Since the notification of Delhi Solar Policy 2016, only 100-odd MW of solar energy is produced in the capital. Most solar panels are installed on government buildings, like DMRC, DJB and technical institutions, apart from Mandoli Jail, Azadpur Mandi, Dwarka courts, schools, Dilli Haat and bus depots. A few housing societies and individual houses collectively produce about 5MW of solar power. "Under the new scheme, we hope to have 100MW plants in the next one year," Jain said. Though Delhi government made a provision of Rs 60 crore as GBI in its budget in the past three years, it paid only Rs 2.84 lakh and Rs 50 lakh in 2016-17 and 2017-18, respectively. While the government had envisaged installation of plants with a capacity of 76MW, only 5MW have been installed so far. "The owners were sent notices warning them of action. Public announcements were also made. The district administration shared with the owners the land records, which say the bungalows stand on encroached forest land," said Tak. The sprawling bungalows, surrounded by huge lawns, have been sealed. A government official said the owners of the buildings and their representatives were present during the drive. Although the authorities are yet to decide about the fate of the bungalows, the properties, standing on forest land, may ultimately face demolition. In August, during a similar drive, the district administration had taken over a mansion on a two-acre plot in Dera Mandi village falling under its jurisdiction. The mansion stood on gram sabha land and the AAP government is now planning to use the building for social welfare activities. "In south district, huge tracts of land have been encroached upon by religious sects and musclemen, among others, who have built farmhouses, mansions and other structures on these plots. We want to send a strong message to all of them against encroachments," said Tak. Dozens of sheds and illegal structures were also demolished during the encroachment drive. "The forest and gram sabha land were usurped and illegal structures were erected on them in collusion with local land mafia," said an official. Public notices were published in leading newspapers in August to inform general public as well as the encroachers, and notices were sent to the offenders on September 13, he said, adding that the demarcation and field identification were completed before the action was initiated. In near future, similar actions are likely in Sahoorpur, Dera Mandi and Asola villages where around 400 acres of land have been found to be under encroachment, a source said. "By November, action will be taken against these encroachments," said an official. Large tracts of government and forest land in south Delhi, where even a small plot has a high economic value, have been encroached upon in the past two decades, the official said. In July, TOI reported that land four times the size of President's Estate had been encroached upon in south Delhi by self-styled godmen, politicians, musclemen and others. Similar actions were taken in the recent past in Asola and Bhatti and government land of about 194 and 140 acres, respectively, were freed of encroachment and handed over to forest and the gram sabhas.
