A DDA official said that the affidavit would have a response to the Supreme Court�s query on whether DDA had undertaken a study of the environmental impact of the proposed amendments to allow commercial activities in residential and non-commercial areas. Apart from the environmental impact, the court also wondered whether any steps had been taken to effectively manage traffic in consultation with Delhi Police in view of the proposed changes and whether fire safety measures and access to fire services had been considered. The court also asked DDA about parking facilities, civic amenities, particularly the availability of water, management of sewage and solid waste and the structural safety of buildings. The court also wanted to know whether information or statistics was available with the pollution control board with regard to pollution in Delhi from 2006 onward to consider when roads were being notified for mixed or commercial use. In the amendments to the master plan approved by DDA recently, shops in local shopping complexes were to be allowed a uniform floor area ratio of 350 at par with commercial areas, basements were to be permitted for commercial use and land-use conversion charges were to be rationalised. �Finalising and bringing in the amendments was a big exercise as the aim was not only to provide relief to [URL="https://timesofindia.indiatimes.com/topic/traders"]traders[/URL] but also heed the concerns of residents of affected areas,� a senior DDA official said. �We have taken ample care that the relief proposed is under the ambit of law. Following the respite, the Save our City campaign activated by [URL="https://timesofindia.indiatimes.com/topic/RWAs"]RWAs[/URL], activists and NGOs said it would take the fight to a final conclusion that advocated comprehensive environment and infrastructure assessment and a scientific basis for the rationalisation of land-use conversion charges. Rajiv Kakria, head of GK1 RWA and member of Save our City, said, �Many concerns such as the burden on infrastructure, pollution, environment and parking had not been tackled when the amendments were announced. These have been addressed by the court, and it has also rightly demanded an accountability mechanism and environmental impact assessment.� The RWAs claim that Delhi Development Agency had allowed repeated relaxations of norms under MPD that had led to the entry of surrogate businesses like guesthouses, dry-cleaners and other firms into residential areas. These included the lack of traffic plans, the scaling up of corresponding infrastructure, and a �misuser pays� policy under which violators would be made to pay for upgradation violations. Save our City has objected to the confusing norms on floor area ration and land-use conversion rate rationalisation, asking for a scientific basis for these. It also was concerned at the increased number of workers being allowed in a particular space but without a corresponding infrastructure upgradation. They argued this worsened the situation created by the [URL="https://timesofindia.indiatimes.com/topic/sealing"]sealing[/URL] of commercial premises in Delhi that violated the norms of the master plan and hit the livelihoods of lakhs of people. The trade associations demanded that the central government pass a bill in the current session of Parliament to place a moratorium on the sealing till a final solution is found. �With the stay by the apex court, the matter has become more complicated,� said Praveen Khandelwal, general secretary, Confederation of All India [URL="https://timesofindia.indiatimes.com/topic/Traders"]Traders[/URL] (CAIT). �Parliament must consider the repercussions, including the destabilisation of Delhi�s trade and economy. Meanwhile, the central government should constitute a special working group to assess the matter raised by the court about environmental impact.� The court decision left many market associations pessimistic about an early resolution of the matter. Charging the Union urban development ministry with delaying the notification of the amendments, Vijay Kumar, South Ex 1 Traders Association president, said, �The changes approved by the vice-chairman of [URL="https://timesofindia.indiatimes.com/topic/DDA"]DDA[/URL]should have been immediately notified. Now, even if a bill is brought in Parliament, it will take a lot of time getting it approved by the two Houses. The government must think of some way to suspend the sealing drive till a solution is found.� Rajender Sharda, head of the market association at Greater Kailash 1, too was critical of the laxness in notifying the amendments. �The mistake can still be rectified,� he said. �Since the Aam Aadmi Party, BJP and Congress claim they want to stop the sealing, why don�t they pass a bill in Parliament in one day?� Khandelwal accused both DDA and the municipal corporations of making traders the scapegoat for their own failures to discharge their obligations under the different master plans for the capital. CAIT has convened a meeting of leaders of prominent trade associations on March 8 to chalk out a course of action. Its delegation will also meet Union home minister Rajnath Singh, urban development minister Hardeep Puri, Delhi lieutenant governor Anil Baijal and chief minister Arvind Kejriwal to press for a moratorium on the sealing drive. Chamber of Trade and Industries (CTI) has similarly called a �mahapanchayat� of trade bodies and market associations next week. But of the 174 [URL="https://timesofindia.indiatimes.com/topic/centrally-protected"]centrally-protected[/URL] monuments in the capital, there are [URL="https://timesofindia.indiatimes.com/topic/13"]13[/URL] that require [URL="https://timesofindia.indiatimes.com/topic/physical-verifications"]physical verifications[/URL] as NMA doesn�t have land details or area maps. NMA has written to the Delhi government many times, asking for land details so that colour-coded maps could be prepared. Archaeological Survey of India and Indian Space Research Organisation had developed colour coding of maps of centrally-protected monuments in Delhi and Mumbai. These indicated prohibited and regulated zones around monuments. AMASR Act prohibits construction within 100m, and constructions in 101-300m area requires an NOC from the competent authority. To make the process easier for online application of NOCs, those who live in the monument controlled zones are asked to refer to the colour-coded maps to determine whether their property falls in the regulated or prohibited area. If the property is outside this 300m area, then no NOC is needed. In Delhi, there are 13 monuments for which colour-coded maps have not been prepared. �Adequate funds have been released to the state government for engaging agencies for the survey. But we are still awaiting the report as work is yet to be completed. We have written several letters to the chief secretary, secretary (revenue) to expedite this work,� said an official. Sources said ASI would work with the civic agencies to authenticate maps. �Maps of monuments like Siri Fort wall is very important as there are issues pending in high court on encroachment,� said an official. �For monuments where colour-coded maps are available, measuring the distance of an applicant�s property from the monument happens much quicker. If it is less than 100m, permission is denied. If it is 101-300m, then NOCs are given with conditions. Beyond 300m, there is no need for NOC. But for the 13 monuments, applications will not be considered through the single-window system as a physical, on-site verification is necessary. This obviously takes much longer,� said an official. Some of the structures for which colour-coded maps aren�t available are: a bastion where walls of Jahanpanah and Qila Rai Pithora meet; gates and walls of Kotla Mubarakpur; site of an 1857 siege battery; gateway of Qila Rai Pithora and its walls linking Lal Kot; Badaun gates and others. Police suspect the murders to be the result of a dispute regarding a six-bigha plot at Ghuman Hera village near Chhawla in southwest Delhi. The woman, Anita Yadav, was the principal of a primary school that she owned and ran along with her husband. Her brother, Jai Kishan, was a property dealer and ran the transport service at the school. The prime suspect is Jai Kishan�s friend, Naveen Yadav, who is absconding. DCP (Dwarka) Shibesh Singh said several teams have been formed to nab the killers. Anita lived with her family on the third floor of the school building and Jai Kishan stayed at the nearby Dariyapur village. The woman�s husband, Ashok Yadav, said that around 3pm on Monday Jai Kishan allegedly received a call from Naveen threatening to kill his sister and her family if the dispute over the plot was not resolved by the evening. Initially the family ignored the threat, but Ashok pursued Jai Kishan to meet Naveen and convince him to resolve the issue after March since the school students were appearing for examinations. Ashok said that they had bought the plot from Naveen for Rs 1 crore two years ago to expand the school and shift it out of their residential building. �After a year, Naveen started pressuring us to return his plot. He also refused to return the money. We found that the plot belonged to his aunt,� said Ashok. Family members said that while Jai Kishan was on his way to resolve the matter with Naveen, he was abducted in a car and tied up with packing tape. He was dumped in the rear seat of the car, which was later found parked outside their house. After Jai Kishan had left, Ashok accompanied his son for a badminton match. He returned around 9.40pm. Just when he was going to close the gates of their house, two men stepped out of the car and kicked it open. �I could recognise Naveen, but the other one had his face covered. They held me at gunpoint and forced me to call my wife. They kept saying, �hume madam se milna hai�,� said Ashok. When Anita heard them talking and asked who they were, Ashok told her to stay away saying they were relatives. The men forced him to take them to Anita, who was on the terrace. As soon as she stepped out, a heated argument ensued. Naveen aimed the pistol at Ashok�s head and tried to fire. Fortunately, the bullet got stuck in the chamber. Anita�s son, Tushar, tried to disarm the shooter, but he fired from another pistol at him and missed. �Anita tried to save Tushar when they fired another shot and the bullet hit her on the chest,� said Ashok. [h=2]Their pet dog tried to bite Naveen due to which he panicked and fled. Asking the DJB what it has done to [URL="https://timesofindia.indiatimes.com/topic/clean-the-Yamuna-water"]clean the Yamuna water[/URL], a bench headed by Justice Jawad Rahim made it clear to the body that it was only concerned with the pollution in the river and would not go into the issue of water sharing dispute between the two states. "Why are you picking up things here and there? We are only concerned with the pollution in Yamuna. You are coming up with a new plea each time. We are interested in the entire stretch of river Yamuna and not confined to segments. We are not going to compartmentalise the Yamuna as it is all one ecosystem. "You want Haryana to give you more water for dilution of the pollutants in the river but show us what have you done. Yamuna in your territory has become a sewer line," the bench observed. During the proceedings, which went for over an hour, senior advocate H S Phoolka, appearing for the DJB, said that Haryana should be directed to release more water in river Yamuna and it should be asked to treat the water being supplied to the national capital. He said there was serious scarcity of the water in the national capital for drinking purposes and an immediate direction should be given to all the industries which are causing pollution in river Yamuna either in Haryana or Delhi. The counsel for the Haryana government, however, opposed the submission and said the DJB should increase the capacity of water treatment plants instead of playing the blame game. He alleged that he DJB has not complied with the tribunal's order as its chief secretary has not participated in the meeting to resolve the issue. The hearing remained inconclusive and will continue on March 9. Earlier, the tribunal had directed the Haryana government to submit an action plan to address the issue of ammonia and other pollutants in river Yamuna. The green panel had asked it to file an affidavit stating short and long term measures which it proposes to combat the pollution in the river. The NGT had directed the Delhi and Haryana governments to identify and address the sources of pollution in river Yamuna. It had also ordered Delhi and Haryana governments to hold a meeting to resolve the issue of high ammonia content in the water being provided to the national capital. The Delhi Jal Board (DJB) had moved a plea in the tribunal plea alleging high ammonia in water being provided by the Haryana government to Delhi. The [URL="https://timesofindia.indiatimes.com/topic/Central-Pollution-Control-Board"]Central Pollution Control Board[/URL] (CPCB) had submitted its analysis report of ammonia at [URL="https://timesofindia.indiatimes.com/topic/Tajewala"]Tajewala[/URL] in Haryana, Wazirabad water treatment plant, Okhla and ITO barrage in Delhi. According to the report, ammonia level at [URL="https://timesofindia.indiatimes.com/topic/Hathnikund-Barrage"]Hathnikund Barrage[/URL] 0.6 mg per litre, 1.9 mg per litre at Wazirabad, 24.9 at ITO barrage on February 14 while at Okhla water treatment plant it was 0.8 mg per litre on February 15. Acting on concerns over the health of the people of Delhi, the tribunal had directed the CPCB to analyse the samples of Yamuna water at the four points on DJB's plea alleging high ammonia content in the water being provided by Haryana to Delhi. While the DJB had alleged that Haryana was supplying "poisoned sewage water" to the national capital which had 2.6 parts per million of ammonia, the counsel for Haryana had refuted the contention and said there was no breach of any agreement. [h=2]The DJB, which supplies water to the city, had approached the tribunal demanding that Haryana be asked to take urgent steps to check the "dangerous level of ammonia" in river Yamuna.[/h] Claiming that the water being released by the state was so polluted that it cannot be treated for drinking, the DJB had said it may cause "a huge and irreparable loss to the citizens of Delhi and has a potential for a grave health crisis and water crisis in the [URL="https://timesofindia.indiatimes.com/topic/National-Capital-Region"]National Capital Region[/URL] (NCR)." The petition also claimed that when the water enters Haryana, the ammonia level is nil and very much treatable, whereas when the water enters Delhi, the level is very high.
