[IMG]https://timesofindia.indiatimes.com/img/63276351/Master.jpg[/IMG] "The commuters riding from Durgabai Deshmukh [URL="https://timesofindia.indiatimes.com/topic/South-Campus"]South Campus[/URL] Metro station would see the panoramic view of the Ridge and Dhaula Kuan intersection from the highest point in the network—said a senior DMRC official. This point would be above the Airport Express line and as high as a seven-storey building. The whole line has 12 stations, all of them having platform screening doors for safety. Apart from that, the stations are disabled-friendly with special toilets and lower ticketing windows. There are diaper-changing rooms too for those with children. The line had posed engineering challenges at places and these had to be overcome with innovation and improvisation. The Rajouri Garden station, for instance, stands only 2.5 metres from houses. Special pink screens have been installed for privacy of those homes. "A delay of four years happened in acquiring land from jhuggies in Mayapuri and Punjabi Bagh. We could only get the land in mid-2016. Closeness between houses and the metro line while approaching Rajouri from Mayapuri is evident of the engineering challenge," said DMRC spokesperson Anuj Dayal. Foot overbridges and travelators have been installed for saving time of commuters at the four intersection stations. A major highlight of the Rajouri Garden interchange station is a 250m FOB with four travelators. "For the first time, Delhiites will be using travelators outside the airport. Rajouri Garden travelator is functional while the 920m travelator connecting Dhaula Kuan and South Campus will be ready by June," an official said. Huge glass artworks have been installed at major stations as permanent fixtures. These are by prominent artists. Even platforms have been decorated with jaalis resembling pink and red sandstone. The coaches have colour-coded seats and have LCD panels beaming updates like upcoming station, expected time etc. Netaji Subhash Palace is the first station to be built at a semi-underground level. "We are just 2.5m below ground level while entering the station. NSP has been decorated with the largest number of art panels on this line," said an official. At Azadpur, giant fans offer an old world charm. "Three fans have been installed in the station that are power efficient and will serve as good air circulation tools in the non-AC elevated section," an official said. Beyond Azadpur, the line terminates at open fields beside Majlis Park, right in the vicinity of Bhalswa and Burari. "Initially, we will be running 19 trains with a frequency of up to 5.12 mins. It will be inaugurated on Wednesday and people will be able to use it from 6pm onwards," Dayal said. On Monday, the three municipal corporations sealed 48 properties in various parts of the city, including Sadar Bazar, Shakurpur, Gandhi Nagar and Mandaoli Road. "More than 7 lakh traders from about 2,500 trade associations of Delhi will participate in a trade bandh on Tuesday on the call of the Confederation of All India Traders (CAIT). Both wholesale and retail markets shall also observe the bandh," said Praveen Khandelwal, general secretary of CAIT. The traders will also hold a "vyapaari panchayat" at Arya Samaj Road in Karol Bagh, which will be attended by major market associations to chart out future strategies. The vice-chairman of DJB and MLA from Sangam Vihar Dinesh Mohania said supply has been curtailed by 70MGD and water rationing is being carried out so that the impact is minimal. "We have been witnessing 30-50MGD reduction in supply due to rise in ammonia levels in Yamuna. Now, the pollution levels have reduced, but the pondage level cannot be maintained. We cannot draw water from below as it will contain silt. The time taken for improvement in situation depends on stance of Haryana as water is released every 8-9 hours," Mohania said. The affected areas would cover most of Delhi except trans-Yamuna areas. "West, north, central Delhi, part of south Delhi, including Delhi Cantt and NDMC areas will be affected" Additionally , due to leakage inside the command tank No. 2, water supply would be affected or available at low pressure on Wednesday from 9am to 12am in Dwarka Sub City, Madhu Vihar, Rajapuri, Mahavir Enclave, Bindapur, among other areas. Though the plan had been drawn up in January, its formal notification has empowered the Central Pollution Control Board (CPCB) to issue directions for implementation as agreed by all the states and even initiate action for non-compliance. It specifies a number of measures including actions to reduce vehicular emissions, curtail number of vehicles on road, a parking policy to tackle congestion, control dust from construction and manage waste disposal. The action points have been notified by CPCB which on March 6 issued directions to Delhi and the NCR states under Section 3 and 5 of the Environment (Protection) Act, 1986 for compliance. These sections give the central government power to take actions to protect the environment. The actions under the 1986 act include power to direct closure, prohibition or regulation of any industry, operation or process if they are found to be polluting. It also empowers the Centre to stop or regulate supply of electricity or water or any other service of the polluting industries. Sharing details of notification, environment minister Harsh Vardhan in his written response to a Parliament question in Rajya Sabha said, "The CAP for management of [URL="https://timesofindia.indiatimes.com/topic/air-pollution"]air pollution[/URL] in Delhi and NCR has been finalised by the environment ministry in consultation with various stakeholders." Stating that the plan had been notified for "strict implementation by concerned agencies", he said the plan had identified time-lines for agencies to take action under various categories. The CAP includes measures such as setting up of 20 additional real-time monitoring stations by the Delhi Pollution Control Committee (DPCC), expansion of air quality monitoring station across NCR states and undertaking satellite-based monitoring and enforcing agriculture waste burning among others. Though most of the measures, enlisted in the CAP, have consent of Delhi and NCR states, there are few points where the states and central agencies have still been in discussion mode. Such proposed measures include augmenting metro service for carrying more passengers, ensuring NCR connectivity through public transport system (buses and metro) and rationalisation of entry taxes in NCR under reciprocal arrangement. As far as parking policy to reduce congestion and pollution is concerned, the NCR states have agreed to follow Delhi which is expected to finalise its policy and enforcement measures as per the Delhi Master Plan 2021. Under traffic management, the action points under the CAP also proposes considering "introducing plan for flexi\staggered timings to minimise peak movement of vehicles on roads" by May. He did not give a direct answer to whether all illegal activities started only in one or two months, which they came to know recently. In response to a specific question, LG Anil Baijal said the current actions were being undertaken by local bodies as per the directions of the monitoring committee for four violations. "This 15% of the proposed FAR would be over and above 200 permissible FAR and density of 200 dwelling units per hectare so that the requirement for their commutation for availing / providing services for the residents of the localities becomes minimal," it said. The affidavit was filed in compliance of the apex court's queries. DDA said amendment of MPD would have no adverse impact on the city's infrastructure as number of commercial areas or establishments were not proposed to be increased. Observing that the DDA seemed to be under a "lot of pressure", the apex court, while hearing an application related to sealing in defence colony market here, sought to know from the DDA and other civic agencies as to whether the constructions allowed were in accordance with environmental laws and the steps they had taken for fire and other safety measures, availability of water, electricity, footpaths for pedestrians and adequate parking facility. A bench comprising Justices Madan B Lokur and Deepak Gupta asked the DDA's counsel how the conversion charge for commercial use of upper residential floors of various markets in the national capital had been reduced. "Will you (DDA) do whatever you like to do? Please file an affidavit. It appears that you are under lot of pressure. What about environmental law and fire safety," the bench asked DDA and directed the authority to apprise the court on what basis the conversion charge was reduced. It asked the DDA to file an affidavit in this regard within two weeks. As per a notification issued in December last year, the rate of conversion charge for commercial use of upper residential floors of various markets here was slashed from Rs 89,000 per square metre to Rs 22,274 per square metre of built-up area and the reduced rates would remain in force till June 2018. During the hearing today, the bench also dealt with an application filed by some lawyers whose office, located in the basement of a building in the posh Hauz Khas market here, was earlier sealed by the authorities. The bench, which had on January 25 asked the South Delhi Municipal Corporation to de-seal the lawyers' office, said there were "so many violations". "You are going to create problems for everybody. It is better you admit that you have made a blunder," the bench observed, adding, "You close your office by March 31. You cannot regularise it. You are putting the life of people in danger". The counsel representing the applicant sought some time to seek instructions in the matter. The bench granted time to the lawyer but said it has made its view clear that the office has to be closed down by March 31. Meanwhile, the DDA informed the bench that they have prepared an affidavit as per the apex court's earlier direction seeking various details, including whether an environment impact assessment was conducted before proposing an amendment to the Delhi Master Plan 2021, and it would be filed soon. The top court had on March 6 stayed any further progress by the authorities to amend Delhi Master Plan 2021, which is aimed at granting protection from the ongoing sealing drive in the national capital, while taking strong exception that neither the Delhi government, nor the DDA or the Municipal Corporations of Delhi (MCDs) had filed affidavits as per its directions. It had also observed that the rule of law over sanction to construct buildings had "completely broken down" and expressed concern over illegal construction. "What we are looking at is the possibility of roads that need to be made one-way. This is also the first time we are looking at congestion charges in Delhi," he said. Baijal said the government was not looking to "prematurely jump into the matter" but was exploring alternatives. "Certain roads get clogged in a certain period. This is a matter of field study. But what we are exploring is to have an ERP (electronic road pricing) — you have a tag and when you enter these roads, you automatically get charged from the amount you paid for the ERP." This, he said, is a work in progress. Officials said that after discussions with stakeholders, such as the three municipal corporations and the Union Urban Affairs Ministry, the L-G has zeroed in on different stretches where congestion tax could be imposed in a bid to ease traffic and check pollution. LG Anil Baijal, who was also present on the occasion, said at present, the sealing drive was being undertaken only in respect to those commercial establishments which have come up in stilts mandatorily required for parking spaces, areas where unauthorised construction had taken place and areas government-owned and reserved forest land had been encroached upon. Senior AAP leader Saurabh Bharadwaj, however, accused the LG of "revealing the BJP's intentions behind the sealing drive". He did not elaborate on the what he meant though. "Anil Baijal's intention is the BJP's intention," Bharadwaj said, claiming that the LG had asserted that the sealing drive was undertaken against the people doing wrong and "it would continue despite his claims" of having a solution to the problem. However, a HUA ministry spokesperson later refuted the charges and said Baijal had said that the current actions were being undertaken by the local bodies as per the directions of the Monitoring Committee appointed by the Supreme Court. The spokesperson said Baijal had only elaborated on the areas where the sealing action was being undertaken. Meanwhile, Puri also criticised the incidents of violence taking place against the backdrop of the sealing drive and said the proposed amendments in Master Plan were in favour of traders.
