The owners of such entities will be asked to look for other locations while all commercial set-ups in residential-cum-shopping streets will have to provide entry and exit on the main road besides ensuring there is no spillover of vehicles into residential areas. These measures are part of relief the urban affairs ministry proposes for residents in shop-cum-residential streets who fear diluting court-directed sealings against traders may aggravate congestion in their areas. The direction comes a week after it had directed the governments to hold a meeting to address the issue of growing ammonia levels in the Yamuna. A bench headed by justice Jawad Rahim told both the Delhi Pollution Control Committee (DPCC) and Central Pollution Control Board (CPCB) to take action against erring industries. �Though, the issue is with regard to high level of ammonia in the water which is reaching the water reservoir of Delhi Jal Board, if you take the entire river eco-system, the pollution level in the portion of the river passing Delhi also needs to be properly checked,� said the bench in its order on Friday. The tribunal further asked CPCB and DJB to ensure that erring industries are dealt with appropriately. The pollution control board will also be required to file a fresh report in front of the tribunal on Tuesday after its initial report on ammonia levels appeared to have incorrect levels for Khojkipur. The board had submitted the report showing different levels of ammonia in the Yamuna collected from different points. The final recommendations that will be notified by the Ministry include �uniform Floor Area Ratio on shop-cum-residence plot�. But while the FAR has been increased, the onus is on the commercial establishment and the local body to identify parking space. [B]Identify land[/B] The owners have to pay one-time parking charges. �In case parking cannot be provided within the plot, the concerned local bodies shall identify and develop the land for providing shared/common parking. In the absence of any land for parking in the vicinity, such complexes/street shall be declared as �pedestrian shopping street/area�,� Mr. Puri said. He insisted that no parking shall spillover in common areas. The restaurants and pubs will be relocated out of the residential area, Mr. Puri said. There will be uniform norms for utilisation of basement in all the shop-cum-residential plots. The Supreme Court-appointed monitoring committee started the sealing drive in December last year against establishments functioning in contravention to the provisions of the Master Plan 2021. In a reprieve to traders, the DDA�s technical committee had recommended a few amendments to the Master Plan. These amendments were cleared by the authority on 2 February and the same were put up in the public domain inviting suggestions. A total of 741 objections were received and another 210 oral submissions were made. The Minister also said that work on the Delhi�s next Master Plan 2041 has started. Owners would be asked to look for alternative locations and then shift out the eatery or club in a time-bound manner. This is a part of amendments in Master Plan for Delhi 2021that would be brought before a meeting of [URL="https://realty.economictimes.indiatimes.com/tag/delhi+development+authority"]Delhi Development Authority[/URL] ([URL="https://realty.economictimes.indiatimes.com/tag/dda"]DDA[/URL]), chaired by lieutenant-governor Anil Baijal, on Tuesday. In a bid to give traders relief from the sealing action, the ministry of housing and urban affairs and corporations have been working on amendments to Master Plan 2021. The amendments in MPD-2021 were proposed in DDA�s last authority meeting held on February 2, with an aim to stop the sealing drive undertaken by the civic agencies in accordance with a Supreme Court-appointed monitoring committee. After considering representations from resident welfare associations, traders, warehouse owners and other stakeholders, the proposed amendments include synchronisation and fixation of all charges (conversion charges, parking charges, floor-area ratio), charges would be defined by circle rate category of colonies (a unit in a higher category colony A would pay more than C or D), shifting out of pubs and restaurants from residential areas, shifting all air conditioning units or exhaust from back alleys to top of the building, non polluting units and professionals would be allowed uniform use of basement and areas where no parking is available would be made pedestrian shopping streets. After the authority passes the amendments, these would be sent to the ministry, which would file an affidavit in court. How far the traders get relief from the ongoing sealing drive would depend on whether the court accepts the affidavit and allows application in retrospection. The inspections will last till Wednesday. Shailesh Kumar Pathak, Commissioner for Metro Rail Safety, appointed from the Indian Railways� Northern Circle, will inspect every safety aspect of the stretch before approving the clearance. In mid-February, the Metro had announced that testing on the over 20 km-long Majlis Park-Durgabai Deshmukh South Campus section of the Delhi Metro was �successfully completed�. �The 58.59-km-long Majlis Park-Shiv Vihar Corridor [Line-7] of the Metro network is part of the Phase-III project, and trial runs on its other stretches have also been conducted, starting last year,� the DMRC said. [h=2][/h] Open to public The inspection and the clearance thereafter, will be the final stage before the stretch is given the final nod for inauguration. The 20.6-km section of the corridor is likely to open for public immediately after the clearance, which could be around April this year. Before sending the request of inspection to Mr. Pathak, the DMRC has already obtained fire safety clearance, licence for working lifts, among others. Since the application involves voluminous data of civil, electrical, signalling and track, the DMRC will also supply any additional information further sought by the office of the CMRS for the inspection. The Majlis Park-Durgabai Deshmukh South Campus section has 12 stations, including, four interchange stations � Azadpur connecting the Yellow Line (Samaypur Badli-HUDA City Centre), Netaji Subhash Place connecting the Red Line (Rithala-Dilshad Garden) and Rajouri Garden connecting the Blue Line (Dwarka Sector 21-Noida City Centre/Vaishali). The line will also be connected to the Airport, which can be done at Dhaula Kuan. �The Metro train on this stretch will cross Dhaula Kuan at a height of 23.6 m [as high as a seven-storey building] to reach the South Campus from Majlis Park,� the DMRC said.
