Half the width of the road has been taken up by haphazardly placed carts of fruit vendors with vehicles parked behind them. This means a constant stream of customers who stop by on their vehicles. These people, other commuters and e-rickshaw and Grameen Sewa vehicles occupy another lane. This leaves barely one lane for the traffic to pass. No wonder, this stretch is a nightmare for drivers through the day. [IMG]https://timesofindia.indiatimes.com/img/63035309/Master.jpg[/IMG] Residents say that mushrooming of coaching centres between Nawada and Janak Place in the past five years there are almost 300 has compounded the problem as thousands of students from all over west Delhi leave their two-wheelers on the road. Last year, PWD had roped in consultants to prepare a detailed plan to decongest this stretch. The police had closed some cuts that were used for U-turns between Uttam Nagar and Dwarka Mor. The barricades were soon removed by e-rickshaw and Grameen Sewa operators for quick turnarounds after dropping passengers. The 8-km stretch has five Delhi Metro vomitories, emptying onto the main road. This reduces the four-lane road into a one-and-a half lane one for almost 5-6 km. "We remove improperly parked vehicles under anti-encroachment drives in 28 corridors regularly. We have appealed to the civic bodies to identify some of the stretches to conduct concerted drives to remove temporary markets and other structures to free up space for vehicle movement," says Garima Bhatnagar, joint commissioner, traffic. This stretch has seven DTC routes and is the only road that connects Dwarka to the rest of west Delhi. According to the traffic police, almost 7-8 lakh vehicles including DTC buses ply on this route. Traffic remains heavy through the day with bottlenecks starting to form around Uttam Nagar, Tilak Nagar and Janakpuri due to haphazard parking of e-rickshaws and Grameen Sewa vehicles. "They stop or park anywhere to pick passengers and there are thousands of them plying on the route. The handful of traffic policemen deployed here can do little to stop them," says Sanjay Gupta, secretary of a traders' association near Uttam Nagar. "Then there are the RTVs plying between Janakpuri and Najafgarh. These drivers too do not follow any norms. We have appealed to successive MLAs, traffic police and municipal councillors to regulate their movement but to no avail." [h=2]Prashant Shukla, a member of a traders association at Janak Place market, says small eateries along the road are also responsible for the mess. "At any given time, there are atleast 200 scooters or motorcycles parked near the Uttam Nagar West and Janak Place metro station. Last year, after we appealed to the traffic police, some drives were conducted to remove these vehicles but little has been done to control the mafia that is behind all this here," says Shukla.[/h] The traffic police has now moved a proposal to start a joint drive involving the local police, civic bodies and traffic police to remove encroachments along the entire Najafgarh Road, from Moti Nagar to Najafgarh. A Bench headed by judicial member Jawad Rahim had on Thursday directed the two States to take measures to check pollution levels in the water reaching Delhi from Haryana. [B]River ecosystem[/B] "Though the issue is with regard to high levels of ammonia in the water reaching the Delhi Jal Board reservoir but if you take the entire river ecosystem, the pollution level in the portion of the river passing Delhi also needs to be properly checked," said the Bench. The green panel further directed the Central Pollution Control Board (CPCB) to monitor the entire process. "The CPCB and Delhi Pollution Control Committee [DPCC] shall be involved to ensure that erring industries or local bodies and other parties who are causing pollution are dealt with appropriately, and to check the pollution level," the Bench said, observing that the report submitted by the CPCB was incorrect and directed the body to "recheck" the report. The NGT had on February 16 had directed Delhi and Haryana to convene a meeting and resolve the matter pertaining to polluted water which was allegedly provided by Haryana to the Capital. The campaign was launched jointly by Union Environment Minister Harsh Vardhan and Delhi Chief Minister Arvind Kejriwal on February 10 to find a permanent solution to the problem of pollution in Delhi and the National Capital Region. Roughly Rs. 9 crore was collected in fines as part of the drive, said Dr. Vardhan. "The aim was not really to impose heavy fines but rather to get officials from State and the Central governments to implement a system that can curb pollution through the year," he said at press conference to mark the end of the fortnight-long campaign. Nearly 3,000 of these violations were due to construction and road dust violations. Seventy teams comprising officials from the Union Environment Ministry and the Delhi government went around the city to observe various instances of pollution. He said the drive had translated into reduced pollution. "In the days during the campaign, there hasn't been a day when air quality slipped into the 'very poor category.' I am not saying it is entirely due to the campaign but it has played a role." The campaign will now be extended to 100 top-polluted cities across India, where air quality is below standards, Dr. Vardhan said, adding that there will be drives organised around winter, when the problem of pollution peaks, because a system was in place. [B]Target fixed[/B] The Ministry has a fixed target to cut air pollution in these cities by 50% over five years. The government has commissioned a study via the Central Pollution Control Board (CPCB) to evaluate the sources of pollution in Delhi and is expected to be available by the end of March, said CPCB Chairman S.P. Parihar. While Ministry claimed there was improvement in air quality during the campaign, it will now hold talks with States to focus on region-specific environmental issues.
