[b]Delhi's Khan Market World's 24th Most-Expensive Retail Hotspot[/b] National capital's upscale Khan Market has moved up four positions to become the world's 24th most-expensive retail location while it continues to be the costliest to hire a shop in India, according to a Cushman and Wakefield report. While monthly rentals at Khan Market stood stable at Rs 1,250 per square foot (PST) in the past one year, its ranking on the list improved. In the 2016 report, it was placed 28th. The rise of Khan Market in the global rankings since 2016 was because of a drop in rentals in some key global markets, the report added. New York's Upper 5th Avenue retained its position in the list while Hong Kong's Causeway Bay and London's Bond Street were ranked second and third, respectively. The survey took into consideration over 400 retail locations globally across 66 countries for the annual survey. "The retail sector in India has remained cautious in activities even though there was a visible momentum in leasing across main streets as well as shopping centres," said Anshul Jain, country head and managing director-India, Cushman and Wakefield. Leasing activities across most key micro-markets were led by food and beverages and fashion and lifestyle brands, he added. In the Asia-Pacific region, Indian markets fared better, with Khan Market coming in at the 11th slot. Gurgaon's DLF Galleria and Mumbai's Linking Road secured 19th and 20th positions, respectively. "These micro-markets have been commanding high rentals as these are established retail destinations due to factors like their geographic locations allowing access to larger catchment for the retailers," the consultant said. Khan Market in New Delhi and Linking Road in Mumbai have also had a strong presence of high-end global and domestic brands. Within India, Connaught Place in New Delhi recorded the highest year–on–year rental growth of 11.8 per cent at Rs 950 psf a month. "Connaught Place, which had slipped from its previous superior retail destination status, saw renewed interest from retailers across categories. The location has gone through a reinvention in the last few years, with the metro construction being completed and making it easily accessible from across the city," the consultant said.

[b]Notify Solid-Waste-Management Byelaws In 2 Weeks: HC To Delhi [/b] The Delhi High Court on November 15 asked the Aam Aadmi Party government to comply with its order and notify the solid-waste-management byelaws within two weeks. The court was told that the byelaws have yet to receive an approval from the lieutenant governor (LG). "It appears that September-19 order was not placed before the LG. Perusal of the scheme of solid-waste management would show that local authorities were only required to frame the rules which have to be approved by the LG," a Bench of Acting Chief Justice Gita Mittal and Justice C Hari Shankar said. During the hearing, Delhi government Standing Counsel Sanjay Ghosh urged the court to pass a direction for issuing notification on byelaws and sought time to comply with its earlier order. The Bench said that the notified byelaws be placed before the court in two weeks, and listed the matter on December 5. The high court had on September 19 accepted the draft byelaws, framed jointly by local authorities and environmental experts which called for introduction of user fees for municipal services, among other issues. Besides introduction of user fees for municipal services, the byelaws also provide for enforcing segregation of waste at source such as in the households and housing societies, strengthening of waste collection, storage, transportation and processing systems and imposing of penalties for littering or violating the rules. Under the byelaws, the fees and penalties will see a five per cent per annum increase. The court had ordered framing of the draft byelaws after environmental experts claimed that a major challenge faced in solid-waste management was lack of such provisions. The court was looking into the issue of solid-waste management as it was of the view that garbage and lack of cleanliness contributed to spread of vector-borne diseases such as dengue and chikungunya.

[b]Emergency Measures Pulled Back As Air Quality Improves in Delhi[/b] The Supreme Court-appointed Environment Pollution-Prevention and Control Authority (EPCA) on Thursday withdrew a ban on construction activities, entry of trucks and enhanced parking fees from across the Delhi-national capital region as air quality remained out of the "emergency" category for the second straight day. The ban was imposed in the national capital on November 8 as air pollution levels reached alarming levels in the previous week. The measures, part of the Graded Response Action Plan, came into effect after Delhi air entered the emergency category, accompanied by thick smog. EPCA Chairperson Bhure Lal wrote to chief secretaries of Delhi, Uttar Pradesh, Punjab and Haryana on Thursday, directing them that the measures be lifted with "immediate effect" as the prevailing air quality did not warrant such tough action. However, measures enforced under the GRAP's "severe" category, including the closure of the Badarpur thermal power plant, a ban on brick kilns, hot mix plants and stone crushers, will remain in force. "We are watching the situation very carefully, and we have been informed by the India Meteorological Department and the Indian Institute of Tropical Meteorology that pollution may rise again because of increased moisture in the air in the coming days. However, if the conditions continue to improve and air quality stabilises, we will review the measures under the "severe" category and inform you accordingly," Bhure Lal wrote. [b]Parking fee hike turned counter-productive: [/b]In the same letter, the EPCA said that the hike in parking fees to discourage use of private vehicles was rendered "ineffective" due to lack of public transport and laxity in acting against illegal parking. The hike is supposed to be in effect even when the air quality is "very poor", not only when it turns "emergency". The South Delhi Municipal Corporation (SMDC), the North Delhi Municipal Corporation (NDMC) and the East Delhi Municipal Corporation (EDMC) had implemented a four-time hike in the fees from November 9, following the order by Lt Governor Anil Baijal. "This measure has been made ineffective because of the lack of public transport and partly because of poor enforcement of illegal and unauthorised parking," Lal wrote. On November 15, Delhi Transport Minister Kailash Gahlot had written to Lt Governor Anil Baijal, urging him to "reconsider" the hike, saying the move was proving to be counterproductive. Hike in charges by municipal corporations had resulted in people resorting to roadside parking or using facilities at malls, Gahlot said.

The bench refused to pass any order, saying there was no urgency and no builder would be starting construction activity tonight. "We will pass the order tomorrow after going through the data," it said. On November 14, the NGT had expressed concern over the high pollution level, terming it as an "environmental and health emergency". The city should "not gift infected lungs to its children", it had observed. It had also refused to exempt women and two-wheelers from the Delhi government's odd-even vehicle rationing scheme and directed it to ensure that over 10-year-old diesel vehicles be taken off the roads without delay.
