Strict action is on the cards for erring realtors if details of the delivery schedule are not submitted within the next three days, the Authority warned. According to officials, the Noida Authority has been conducting tripartite meetings with builders and homebuyers since April 2017 to address homebuyers� issues. In every meeting, the Authority directs the builders to submit a written delivery schedule of flats to homebuyers. �So far we have received detailed schedules from 17 builders for their realty projects in the city. The remaining 24 builders have failed to provide us the details despite several reminders,� said Santosh Kumar, officer on special duty (OSD), Noida Authority. �Failure to provide details and then failure to stick to the schedule provided to us will warrant stern action against the builder,� he said. The 17 builders who have submitted the details have provided information on how much they spent on the construction of towers, development of common facilities, roads, lifts, landscaping and so on. They have also submitted affidavits along with the project details about the schedule of completion and possession of homes to property owners. The Noida Authority has taken an affidavit from the builders so that they later cannot deny the details submitted. Officials further said that many builders are reluctant to share flat-wise details of owners and the money received from them against flats booked. However, they have categorically been asked to submit all details or face action. These places, till date, did not qualify for the interest subsidies because they were not considered towns eligible under the PMAY guidelines. In the existing guidelines, a home buyer cannot avail the interest subsidy under PMAY for the purchase of a house in an area notified by development authorities such as Noida or Greater Noida. Only statutory towns under Census 2011 and towns notified by the state governments are eligible for coverage under PMAY. There are over 4,000 such towns in the census. Because of this oversight of the ministry of housing and urban poverty alleviation, buyers in Noida, Greater Noida and Yamuna Expressway could not benefit from PMAY. A senior HDFC official said that finance companies faced a tough time convincing buyers that Noida or Greater Noida were not towns according to the 2011 census. Amrit Abhijat, joint secretary in the housing ministry, said that when they learnt of this lacunae, they moved fast to amend the guidelines to make even the areas notified by development authorities eligible for benefits under PMAY. The scheme is a component of the prime minister�s ambitious initiative to provide housing for all by 2022. Under the scheme launched on January 1 this year, the central government gives an interest subsidy of 4% for loans up to Rs 9 lakh for those having household income up to Rs 12 lakh, and an interest subsidy of 3% for loans up to Rs 12 lakh for those with household income up to Rs 18 lakh. The scheme also stipulates an interest subvention of 6.5% on loan of up to Rs 6 lakh for home buyers in the economically weaker section and low-income group earning less than Rs 6 lakh a year. The entire benefit is given up front to a buyer. The benefit under the scheme ranges from Rs 2.40 lakh to Rs 2.55 lakh, being the net present value of savings made under the subsidised interest regime. For instance, if a buyer availed a Rs-30 lakh loan repayable over 20 years at an interest rate of 8.35%, the subsidy meant he would only pay Rs 23,600 as EMI instead of Rs 25,750. Buyers wanting to prepay the loan after six months are entitled to the entire benefit of around Rs 2.5 lakh. The government has so far distributed Rs 750 crore to over 43,000 home buyers under the scheme. CREDAI, its chairman Getamber Anand said, had earlier requested the housing ministry to remove the anomalies arising out of the definition of �statutory town�.
