Out of the total number of flats, most of them in Rohini, Dwarka, Narela, Vasant Kunj and Jasola, 10,000 unoccupied flats were from a 2014 housing scheme, while 2,000 flats had been lying vacant. Seeking to deter "unserious buyers" and check market speculation, the DDA this time has proposed multi-tiered penal measures. "If a prospective buyer surrenders his application before the date of draws, no money will be deducted from his or her registration fee. If a buyer does so after the draw but before the issue of a demand letter, 25 per cent of the registration fee will be forfeited," another official had earlier said. If the flat is surrendered within 90 days of the issue of the demand letter, 50 per cent of the fee would be cut. "Beyond that time period, the entire registration fee will be forfeited," he said. For the LIG (Lower Income Group) category, the registration fee will be Rs 1 lakh while for Middle Income Group and [URL="http://timesofindia.indiatimes.com/topic/High-Income-Group"]High Income Group[/URL] flats, Rs 2 lakh will be charged. Under the rules, a husband and a wife can apply for the scheme but if both get an allotment, one of them will have to give it up. Sources said most of the flats were one-bedroom LIG flats from the last housing scheme. "About 10,000 are LIG flats from the 2014 DDA scheme. Unlike the EWS (Economically Weaker Section) category last time, in this scheme there will be no such category," the official said. Application forms will be available both online and offline, he said. The DDA this time has planned to put the scheme online - for forms for application, refund and so on - to reduce long queues of flat buyers at its headquarters. The 2014 scheme offered 25,040 flats across categories, with prices ranging between Rs 7 lakh and Rs 1.2 crore. The online response was so massive that the DDA's official website crashed soon after the launch. The one-bedroom flats were offered in Dwarka, Rohini, Narela and Siraspur areas. The urban body has tied up with 10 banks for the sale of application forms and scheme-related transactions. The banks are Axis Bank, Yes Bank, IDBI, Bank of Baroda, Central Bank, SBI, Kotak Mahindra, HDFC, ICICI and Canara Bank. "People are free to visit the areas where the flats are being offered. However, the same can not be said about the housing scheme the DDA launched in the year 2014 (the same flats are being offered now in Housing Scheme 2017) Even after two years of getting possession, occupants are facing multiple issues. Under the 2014 scheme, houses were allotted to buyers at Rohini sectors 15, 16, 20, 25, 34 & 35, Narela G2 & G8 and Kondli, among other localities. However, most of these flats are not fit to live in because there is no access to main roads � the work on building roads have yet to start at many places. Owing to that, the residents have to live in a sheer state of disconnect from the rest of the city. Even now, the water supply is irregular and few colonies are dependent on water booster and submersible. Water tankers are must during peak summers and charge exorbitantly. these homes are smaller than store spaces where even a king size bed cannot be accommodated. Adding to this is a miniature toilet, a bath (just big enough for a person standing straight and still) and a kitchen � all in a row � led to a tiny bedroom with a small balcony. Since DDA units come with the locking period of five years, buyers who are not satisfied are returning their units to DDA. However, DDA has not found anything serious about buyer�s dissatisfaction and claims that flats have been surrendered by those who do not need it for themselves and have booked the flat without knowing about the area. Till now, over 1500 flat holders have returned their flat to the authority.

TOI visited the area to find several buildings with visible cracks and concrete peeling off the walls. Just 100 metres from the spot where tragedy had stuck seven years ago, this correspondent came across a five-storeyed building in utter disrepair. �In most of these buildings, owners don�t reside. Poor migrant labourers, who do odd jobs for a living, stay on rent there. For their greed, the owners have put several lives at risk,� said Sushil Kumar, secretary of Lalita Park RWA. B S Vohra, president, East Delhi RWAs Joint Front, said additional floors had been added to many buildings. �Most houses, especially those close to the river bank, were constructed in violation of safety norms,� he said. �The construction takes place under the watch of civic body officials and police. Why don�t they take action?� Vohra asked. An EDMC official said over 80% buildings had been constructed without building plan approval. Standard building norms set by EDMC allow only first-floor construction on less than 32-yard plots, but most such buildings have more than three floors � the narrow base gives them a weak foundation. The civic body blames a huge shortage of staff in its building department for failure to act. Bipin Bihari Singh, EDMC deputy mayor, said: �We will run a special campaign to inspect buildings.
