Reason why its not yet done is Metro has started operations in Nov. 2015 in Faridabad and since than Mathura road is under construction,they are making it Signal free corridor till mathura with 9 Fly overs from Delhi Border to Mathura , Many big factories in Faridabad are cutting down there labour cost and planning to shift outside( I don't want to name any factory / i Don't want to reveal one big name of such factory as this a public forum) but one of my friend is working in Senior Management of a Big Factory of Faridabad and has told me because of which Faridabad has became industrial City Primarily having Thousands of acres of land is also in talks to shut down completely , Agreements are in final rounds of Discussion to sell this land in Crores of Rupees and that will be a big news as this is a big company (If you can guess which company i mean) Also,You can see atleast 1 Big commercial office space under construction after every 3/4 small worthless factories in poor condition about to shutdown​..Just give it some more time, real development has started after 2015 only.
