According to the provisions of Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, the consent of at least 70 per cent of land owners is mandatory for government to proceed with acquisition of land in any such project. Over 1,300 hectare of land from five villages - Rohi, Parohi, Dayanatpur, Ranhera and Kishorpur � is to be acquired during the first phase of green field project. A total of 5,000 hectares of land is to be acquired for the green field airport estimated worth Rs 15,000 to Rs 20,000 crore. PTI Photo[/I] "As many as 202 landowners submitted their consent letter to Arunveer Singh, the chief executive officer of Yamuna Expressway Industrial Development Authority, and District Magistrate Brajesh Narayan Singh today," MLA Dhirendra Singh said. With this, the consent of 4,210 families out of the total 5,926 affected families has been taken. This means 71 per cent of the families have agreed for the acquisition of the land, he said in a statement. District Magistrate Brajesh Narayan Singh told PTI that the administration would soon provide the details of agreement to the state government. "After the government's response, a notification for acquisition of the land would be issued as per Section 11 of the act," he said. Asked how much time the process would take, the district magistrate said his administration would forward the details within a week. Meanwhile, the MLA assured farmers and villagers of proper rehabilitation and resettlement. He also said though the "Laxman Rekha" has been cleared (the mandatory 70 per cent consent), the process to get the consent of the remaining families would continue. "Today is a historic day and will be marked in golden letters in the pages of history. Farmers, who consider their land as their mother and attack emotional value to it, have agreed to donate their land for the development of the state and the country and the future generations. "I want to assure all farmers that we would live up to the promises made to you regarding rehabilitation and resettlement and also make effort to improve on them," Singh told a gathering of villagers in Dayanatpur. Some landowners, including farmers and villagers, initially resisted the land acquisition citing various reasons such as "inadequate" compensation amount and related benefits besides the resettlement policy. When we went to registry department in Sector 32, we were given all the details about the real owners. The sale deed process took Rs 35,000,� Sanjay said. Sanjay bought land along with five other buyers including drivers who said they knew about the land falling in the floodplains. Another driver, who bought land in the area told TOI that he was aware that the land fell in the floodplains, but bought it because the registry department did not raise any question during the sale deed process. Not only there are buildings and colonies coming up in the floodplain areas, people are also running offices and shops from the areas. A private cab service provider, who was interested in buying a plot for parking purpose in the area, told TOI that he met an agent in one of the offices in the village. �I was told by my drivers that the land is available at a very cheap rate. I spoke to the builder who has an office in the village and he was charging Rs 12,000 for a yard. I could not resist the lucrative offer as a piece of land in posh sectors cost about Rs 90,000 per yard while in areas beyond the Kisan Chowk, it costs about Rs 30,000 per yard,� he told TOI. "It is strange that the government registers properties here and talks about stopping construction here. My drivers have been staying here safely despite power and water issues," he said. While the registry department doesn�t check before proceeding with the registries, residents continue to buy land here. Asked about the role of the registry department, DM BN Singh told mediapersons that the role of the department was only limited to the verifying the ownership. �It does not go into the legal part and only checks the ownership of the plot concerned. It is not the registry department�s job to check the building by-laws, whether or not a no objection certificate (NOC) is required for it. The registry department will only check the ownership and process the sale deed of after taking stamp duty,� he said. According to the rules, residential plots cannot come up in the floodplain areas as the Noida and Greater Noida authorities cannot pass a map for any residential construction in the area.
