The plan, which was discussed multiple times, has been repeatedly opposed by the Sector 18 market association. Those travelling to Sector 18 market from sectors 19, 20, 27 onwards will have to take a right turn at the China cut, which will be half-open. They will have to travel about a few metres ahead of the China cut and enter the Sector 18 market from the cut ahead of the Himalaya outlet. Similarly, those exiting the Sector 18 market from the China cut and who want to travel to the Atta market, will have to travel till the Atta Peer intersection from where they can continue travelling towards the Atta market. While the traffic police have said that it has decided to install jersey barriers in a way that the commuters are unable to cross between the two markets directly, the plan is not free from hurdles as a half-open cut will invite complaints from commuters who are used to travelling straight. Shailvi Sharma, a commuter who regularly uses the stretch, told TOI that the commuters are likely to merge at the cut inside the Sector 18 market in the absence of traffic police constables. Sushil Jain of Sector 18 market association said they would check how the diversion played out on Wednesday. �Any closure at this cut is likely to invite opposition. The main problem in Sector 18 is the auto rickshaws which remain standing on the road, e-rickshaws plying illegally and the vehicles parked illegally. The traffic police should regulate them for helping ease the situation,� he said. In another change at the DND loop, the traffic police will install barriers at the median between the loop connecting the Flyway with the [URL="https://timesofindia.indiatimes.com/topic/Film-City"]Film City[/URL] and the road to Sector 16 such that the loop extends about 100 metres backwards. Some even end up trying to jump over the 10-foot divider. This is the situation for the past four months after Noida Authority sealed all exits that made crossing from one side to the other possible," said a shopper who frequents the area. "You can't suddenly seal an access without creating a convenient alternative. The situation seems perilous as people could easily slip off and get hit by a car. Even for the driver, the anticipation of a person jumping over is a problem. As for the metro walkway, there should be clear signage telling pedestrians that they can walk over the platform to the other side. Else, they should have to build escalators or lifts to help people cross over easily. Our study tells us that most people find it difficult to walk for more than 200 metres on a busy road. To compel people to take shortcuts is sheer wrong planning and the situation should be corrected immediately," Velu Murugan, senior scientist at Central Road Research Institute (CRRI), said. Four months ago, all approach paths from one side to the other were sealed by the Authority after complaints from shop owners of Sector 18. However, nothing was done to ease the situation for those commuters who have been habitually accessing a single cut to reach the other side. In fact, even beyond the Sector 18 market stretch, crossing over to the other side of Captain Vijayant Thapar Marg is difficult due to the absence of a zebra crossing or foot-overbridge at any point along this stretch. "We had initially complained to the Authority that the small exit at the barricade be sealed and another entry-exit or crossover point be created for people who want to walk over from one side of the road to the other. The Authority then sealed the barricade to prevent people from walking from one side to the other but they did not build other alternatives. So, instead of solving the problem, it has now become a major issue over past four months," Sushil Kumar Jain, president, Sector 18 market owners association, said. EPCA chairman Bhure Lal, during a meeting to discuss GRAP on pollution last week had point out at the lack of footpaths in Noida that force people to use cars. He had also specifically mentioned about the high barricade at the Sector 18 stretch with no entry or exit points. Of late, numerous cases of faulty lifts have been reported from Noida and neighbouring Ghaziabad. �The responsibility of implementing the UP Apartment Act is with us. Hence, we issued the directive,� said Kumar, adding that in the absence of accountability, regulation or set guidelines related to lift maintenance, problems related to malfunctioning have been on the rise in multi-storey apartments across the city. The problem is further compounded with the absence of a lift Act, which has led developers to either install poor quality lifts without automatic rescue device (ARD), or providing emergency monitoring mechanisms.
