One person, Digambar, was the [URL="https://timesofindia.indiatimes.com/topic/supervisor"]supervisor[/URL] who had ordered the men to go into the sewer while the other, Pravin Kumar, owned the firm named Unnati that was in charge of housekeeping at the apartment complex. Police sources said Pravin was also related to Raja, who was one of the victims of the tragedy, while Digambar had been evading arrest by changing a dozen locations. DCP (west) Monika Bharadwaj confirmed the arrests and said more people who could be involved in this were being identified. Digambar was arrested from Uttar Pradesh. He was the first person to have found the men unconscious. He was tracked down to Aligarh. It was found that Digambar had forced the five men to go inside the sewer. When they had refused, Digambar had shouted at them and threatened to fire them from their jobs if they refused to budge. Police also sent notices to several companies to submit documents, including the contract details of the men who died and other firms who maintain sewers. A few documents have been received, police said. The fatal accident had occurred on September 9. Apart from Raja, others who died were Sarfaraz, Pankaj, Umesh and Vishal. All five had gone inside a sewer for the first time. They were housekeeping staff with Unnati and had been forced down the sewer by the company, which wanted to save Rs 6,000 by not bringing in professional sewer cleaners. All five were put in harm's way without any safety gear. When they were pulled out, only Vishal was alive, but he too died during treatment. The incident had occurred at DLF Capital Greens. DLF had given the maintenance contract to JLL, which had further sub-contracted the work to six different companies. Unnati was one of them. A case had been filed under Section 304 IPC (culpable homicide), Section 304 A IPC (causing death due to negligence), sections 7 and 9 of Prohibition of Employment as Manual Scavengers and their Rehabilitation Act 2013, and sections 3(1)(j) and 3(2)(v) of The Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act. The Moti Nagar police station had formed different teams to track the accused. Meanwhile, families of the victims said they were yet to receive compensation against their claims. Once operational, it is likely to decongest areas around Outer Ring Road, Burari, Jagatpur, Milan Vihar, Jharoda, Gopalpur and Sangam Vihar. The project was conceived in 2010, but work started only in 2014. Senior PWD officials claimed that construction work was over and only finishing touches were remaining. These include landscaping and other beautification work. "The flyover was conceived with an aim to decongest Outer Ring Road as a part of the signal-free corridor towards Mukarba Chowk. The cost of the project is Rs 50 crore and it will be thrown open to the public by September-end," a senior PWD official said. The other three flyovers have already been thrown open to the public. On average, the stretch sees around 70,000 vehicles daily, with traffic coming in from Haryana and ISBT Kashmere Gate. Senior PWD officials claimed that the flyover would resolve the traffic issue in Burari and Jagatpur Chowk. "Currently, if anyone wants to go to Burari, they have to take a single-lane bridge over the drain. Once this flyover opens, congestion in these areas will be eased," a PWD official said. With the much-awaited Signature Bridge likely to be completed by October-end, the opening of the Jagatpur flyover will come as a relief for commuters taking the Wazirabad-Burari stretch, an official said. The Jagatpur flyover was expected to be ready by 2016. However, the project ran into several hurdles. While PWD cited technical glitches, there are several other projects for which the department has failed to invite tenders on time. Despite being sanctioned 3-4 months ago and directions issued by principal secretary (finance) to fast-track them, several key infrastructure projects have failed to take off. Mr. Tiwari said he would convene a meeting of the party's office bearers on Tuesday to chalk-out the legal way forward in contending the "pick-and-choose policy" being followed by "corrupt bureaucrats" in addition to "inviting" the Aam Aadmi Party (AAP) and the Congress to "stand with him" against the "illegal" sealing of the "homes of the poor." "I'm a law-abiding citizen and respect the decision of the Supreme Court [SC] and the SC-appointed monitoring committee. But I am resolutely against the way the law laid down by the apex court is being picked and chosen for implementation. The matter will be discussed by the party among a team of lawyers on Tuesday, and we will go to the Supreme Court if necessary," Mr. Tiwari said. "Irrespective of the fact that the BJP is in power in all the three civic bodies, there is no toleration either for corruption nor any other answer to the prayers of the poor whose homes are being selectively sealed. The seal that I broke on Sunday was of a house which was illegally sealed and I will do so again on Tuesday and take similar action across the city. The AAP and the Congress are welcome to join us," Mr. Tiwari also said. Alleging that the drive was being executed in a partial manner, the north-east Delhi MP accused the officials who carried out the sealing of the house, located in the Gokalpur village which falls under his Parliamentary constituency, for misrepresenting facts. The said property, Mr. Tiwari said, was sealed based on allegations that a dairy was operating from its premises which, he claimed, was not the case. "When I visited the property, there was no such dairy operating from it. This clearly shows that the officials undertaking the sealing action are doing so against five out of 50 properties based on a pick-and-choose policy. There is no common criteria for sealing," he alleged. "I would like to reiterate that if this sealing drive is to be carried out in all fairness, it should be done from the Noida side where people have constructed structures even on the Yamuna riverbed. Begin sealing houses from Okhla instead of selectively targeting the poor," he said. Meanwhile, AAP leader Dilip Pandey said the BJP, which ran the municipal corporation(s) which were carrying out the sealing and also had the government at the Centre could bring an ordinance to give relief to about seven lakh traders but was not doing it. This comes days after six workers died while cleaning sewers in two separate incidents. The committee, which will meet for the first time since its formation in December 2017, will discuss the status of surveys identifying manual scavengers and measures planned for their rehabilitation. Social welfare minister Rajendra Pal Gautam said, "We have taken a lot of measures. The panel will look at various aspects like identifying manual scavengers and coordinating with government agencies for effective implementation of the Act." The biggest challenge before the government is to check on private firms, which illegally engage people to clean sewers manually. He added that the Delhi Jal Board has prepared a Standard Operating Procedure for cleaning of sewers. "It will be tabled before the Delhi Cabinet for approval. This will make it binding on all private buildings to contact government-approved contractors," said Gautam. Activists working for the welfare of sanitation workers say the state should have, long ago, taken measures to ensure strict enforcement of the Act. According to data available on National Commission for Safai Karamcharis website, 16 sewer deaths were reported in Delhi in 2017. "There is technology available to ensure mechanised cleaning of sewer. Why can't the government ensure that no permission is given to a building if it doesn't have the technology?" said Magsaysay awardee Bezwada Wilson, national convener of Safai Karmachari Andolan. "The Centre and state lack will to implement the Act. The rules have been framed by the Centre but it can't even ensure that the state governments follow it. The government is focussing on Swachhata Abhiyan but little is being done for sanitation workers," he said. Bindeshwar Pathak, founder of Sulabh International, said, "The government should ensure sewers are cleaned using machines. There should be a mechanism to take action against those found guilty of forcing people to enter sewers." Chairman of Delhi Commission of Safai Karamcharis, Sant Lal Chawaria, said there is no list of manual scavengers in the city. "I have asked the Delhi government to get a fresh survey done to identify manual scavengers. I have also asked various government departments to send reports on measures taken to create awareness and ensure action against those responsible for sewer deaths," he said. The Walled City has 783 heritage structures, including 229 historical buildings, identified and notified by the state archaeology department. The workshop 'Conservation of heritage buildings in Shahjahanabad' is being organised in association with the Shahjahanbad Redevelopment Corporation and the Indian National Trust for Art and Cultural Heritage (INTACH). The workshop, to be held at the Town Hall, will have sessions on the significance of havelis and procedures to undertake renovations. North civic body officials said the workshop is been held in the backdrop of reports about increasing illegal constructions at the heritage buildings. Some matters related to unauthorised construction at these properties are being heard by the Delhi high court. Officials said the civic body officers are inviting owners of almost 500 havelis to attend the workshop. " We are visiting the havelis, which are listed by the Heritage Conservation Committee," a senior north corporation official said. The official said most people living in these havelis are either not aware about the procedure for making changes or want to avoid the process altogether, fearing refusal of the renovation plan. "The workshop will surely help them to understand the procedure," said the official. "During the workshop, we will explain owners the benefits of getting these havelis listed as 'heritage' and share a hand book highlighting all these points.
