[b]DDA finalises action plan for large scale afforestation for planting 4.15L seedlings[/b] The Delhi Development Authority has finalised an action plan for large scale afforestation for planting nearly 4.15 lakh seedlings of indigenous varieties in the coming planting season in various parks, green belts, roadsides, the agency said today. Delhi LG Anil Baijal had directed the DDA to enhance green areas by taking afforestation in the DDA parks, green belts, roadsides, Yamuna Flood Plains, Central Verge of Roads, etc. He had directed the DDA to take up afforestation so that pollution levels can be brought down in Delhi. Accordingly, the DDA has finalised the action plan for large scale afforestation for planting nearly 4.15 lakh seedlings of indigenous varieties in the coming planting season, the statement said. The DDA has also permitted compensatory afforestation on land in the Yamuna Flood Plains of the DDA in lieu of trees to be felled for various developmental works on lands with NHAI, ITPO, DMICDC (Delhi Mumbai Industrial Corridor Development Corporation), it added. The implementation of the large scale afforestation is being regularly monitored by Baijal.

[b]High-level meeting held to find 'viable solutions' for sealing drive[/b] A high-level meeting attended by Union Minister Hardeep Singh Puri, LG Anil Baijal and DDA vice-chairman Udai Pratap, was held here today to find "viable solutions" for the ongoing sealing drive in the national capital, an official said. The sealing drive by the BJP-run municipal corporations in Delhi was initiated in December last year on the direction of the apex court. Commercial premises, including shops and restaurants, were sealed for failing to deposit conversion charges according to provisions in the Delhi Master Plan 2021. "The meeting was held to discuss various issues related to the sealing drive and to find viable solutions for it," the Housing and Urban Affairs Ministry official said. Earlier, Puri flagged several flaws in the sealing drive in Delhi and said there were instances of properties for which conversion charges were paid being shut. Yesterday, the minister had said that the members of the sealing committees worked in air-conditioned offices and did not know the ground realities. Noting that the Delhi Master Plan 2021 was prepared in 2006 and there have been massive demographic changes since then, Puri had said the problem of Delhi has to be solved in "humane and constructive manner". The minister had also exuded confidence that the Supreme Court would lift a stay on the proposed amendments by the Delhi Development Authority (DDA) in the Delhi Master Plan which was aimed at granting protection from the ongoing sealing drive in the national capital. The proposal included bringing a uniform floor-area ratio (FAR) for shop-cum-residence plots and complexes at par with residential plots. The FAR is the ratio of a building's total floor area to the size of the piece of land on which it is built.

AAP councillor for Khajuri Khas, Manoj Tyagi said the 88 acre site at Sonia Vihar included a government school. Five year after this east Delhi colony was fully regularised, residents have little to show as having changed. As in 2013, you still see a string of illegally constructed buildings along potholed roads and broken drains, over which power lines sway dangerously. Most of East Azad Nagar was regularised in 1977, but three of its lanes, on which around 100 houses stand, were left out. After these too came under legal cover in 2013, sanitation, the residents admit, did improve, but little else. Devender Pratap Singh pointed out that even basic municipal services were unavailable. �This doesn�t look like an approved colony, does it?� he muttered, indicating the area around him. A North Delhi Municipal Corporation official explained that the layout plan, created by authorised agencies, showed land allocated for parks, car parking, etc. Civic officials verified the map physically before forwarding the plan to the Delhi government. �However,� the official admitted, �most of the time there is a huge difference between the plan submitted by the agencies and the ground reality.� That perhaps is why East Azad Nagar continues to wallow in civic drawbacks. Ministry officials said some of the suggestions by the SC panel have been accepted such as providing sewage facilities in all unauthorised colonies and treating the liquid waste locally, if the sewage line cannot be laid and not to notify 351 roads for mixed land use till adequate parking facilities are made available. They said agreeing to all the recommendations would mean pushing the city 60 years back. For example, the committee has suggested that all unauthorised constructions whether ongoing or completed �must be restored back to position as would obtain as per laws applicable.� [h=2]It has suggested initiating action to demolish commercial buildings in unauthorised colonies and the land taken back for providing public utilities. Commercial activities in unauthorised colonies should be restricted to 24 categories of small shops of 20 sq meters each as per an SC order of August 2007.[/h] While suggesting the need to roll back all changes in the master plan since February 7, 2007, the committee has suggested, �On mixed land use roads, besides small retail shops, other activities and professional activities are permissible, thus allowing the entire building to be used for commercial purpose thereby making the entire stretch of road as commercial by default.� It has also suggested that the regulation of professional activities in residential areas should be restricted only to the owners of properties.
