Power surplus means more power than demand at this stage. What's wrong with this definition? No one is saying that all challenges in power sector are over. But isn't an achievement that we have progressed from power deficit to power surplus? If demand increases, the supply will also increase. But what's the point in producing more power than demand at any point of time when power cannot be stored? The article is informative and politically neutral but you are selectivley picking and distorting the message to gain political points.
Suppose a State with 1 million population produces 10k kg of wheat. the state actually has a wheat deficit and many people do not get their rations. But i can nudge with statistics to make the State a wheat Surplus. I can simply say that 500,000 people don't consume wheat, they only eat rice. I can reduce ration Quota of rest of 500,000 population by 50%. result. I will make the State as Wheat Surplus!! While actually there is excessive Demand of wheat and State is facing a shortfall. But statistically, the state is in wheat surplus. That's the kind of jugglery that's used. Just omit 45 million households from Power needs. Just calculate power demands based on limited electricity supply specially in rural India for few hours a day only. That way you are artificially concealing demand for electricity. I make this country food grain surplus, water surplus, Oil & Gas surplus, essential services surplus prosperous country overnight by juggling numbers.
Have you been to rural areas recently. Villages in Bihar are 100% electrified. 10hrs+ electricity in Villages of Bihar even your capital Islamabad dont get that much power. This has happened in last 4 years. 5 more years to current administrations will resolve this problem for ever.

With warm regards,
