No casualties or injuries have been reported. The slum dwellers blocked Vikas Marg after the incident alleging foul play. Police and paramilitary forces had to be sent to clear the road so that fire tenders could reach the spot and douse the fire. Fire department officials said that the incident occurred around 1.50pm. Subsequently, 16 fire tenders were sent to contain the blaze. However, none of the tenders could reach the spot as the slum dwellers blocked the way to their burning houses. Cops were informed about the developments and a company of rapid action force was also called in to control the crowd. The protesters were finally removed from the road after 20 minutes of logjam and the fire tenders were pressed into service. Traffic was affected on Vikas Marg for around half an hour with people travelling between ITO and Laxmi Nagar getting struck due to the blocked road. [h=2]The slum dwellers alleged that the fire was started by [URL="https://timesofindia.indiatimes.com/topic/civic-agencies"]civic agencies[/URL][SIZE=13px] to forcefully evacuate them from the area. Pintu, a resident, claimed that he saw three men coming in a car from behind the JJ colony after which the fire started. People present at the spot are also being questioned to ascertain how the blaze started. The advice by a bench of Acting Chief Justice Gita Mittal and Justice C Hari Shankar came during the hearing on a PIL moved by the residents welfare association (RWA) of a south Delhi colony against unauthorised constructions and encroachment in some nearby areas. "Stop compounding and stop regularising," the court said to the Delhi government while issuing notice to it, the South Delhi Municipal Corporation, the police, the civic body and Delhi Jal Board, seeking their reply to the petition before the next date of hearing on July 24. A direction was also issued to the petitioner RWA to file an affidavit listing its members and indicating that their properties are not illegally constructed. The RWA of Chattarpur Extension colony in south Delhi has in its plea said that illegal constructions and encroachments were being carried out nearby under a high tension power line. It has said that before approaching the high court, it had made several complaints to the authorities, but no action had been taken on their representations till date. The map has been developed in collaboration with the Geo-Spatial Delhi Limited (GSDL) to push ease of doing business. [b]How will the map help?[/b] The Online Building Plan Approval and Management System (OBPAMS), that was introduced in 2016 has already simplified the construction-permit system by eliminating manual efforts. The launch of colour-coded zonal map is another step towards hassle-free processing. Analysing the guidelines for NOC requirements is the first of the many steps involved in the sanctioning of construction permits which takes place online nowadays. Launch of a single super-imposed colour-coded zonal map will help ascertain the requirement of nature and extent of NOC for a particular property in fraction of a minute. Once you click of a location, the map will quickly offer reliable information on the requirement for an NOC, with the help of longitude and latitude. Architects and those wanting to construct a building are likely to benefit from this move. [b]Hurrying it up[/b] Several external departments, which are responsible for granting construction approvals, have also been integrated with the online common application form (CAF) module. They include the Delhi Metro Rail Corporation (DMRC), the National Monuments Authority (NMA), the Delhi Urban Art Commission (DUAC), the Delhi Jal Board (DJB), the Delhi Fire Service, the Chief Inspector of Factory, the Heritage Conservation Committee and the Airports Authority of India (AAI). The new move demands a period of maximum of 30 days for issuance of construction permits, out of which 15 days are required for all the NOCs of external agencies and other 15 days for processing and sanctioning at the end of municipal corporations. Many of the NOCs from external agencies, required earlier during sanction of plan such as the DJB or power distribution companies have been dispensed with.

This map is quick and reliable in providing information on the requirement for an NOC as by just clicking on a particular location on the map, one can ascertain the requirement of the NOC with the help of longitude and latitude. This is quite useful for architects and persons wanting to construct a building, the SDMC said. "In the last two years since the new system has been brought in, out of 3,838 plans sanctioned, 991 have been sanctioned in a day, 1,588 in seven days and 931 in fifteen days," the statement said. "Moreover, since the implementation of the online system, 132 occupancy-cum certificates have been issued online by all the all three municipal corporations," it said. An argument over a bucket of drinking water resulted in the death of 60-year-old Lal [URL="https://timesofindia.indiatimes.com/topic/Bahadur"]Bahadur[/URL] in SS Nagar in [URL="https://timesofindia.indiatimes.com/topic/Wazirpur-Industrial-Area"]Wazirpur Industrial Area[/URL] on Saturday. Residents of the area, however, were not surprised that such a thing had happened and seemed to have been expecting the [URL="https://timesofindia.indiatimes.com/topic/water-wars"]water wars[/URL] to snowball into death. For the past three months, a sole water tanker has been the lifeline for the 1,000-odd residents of the area. "The shortage started in January when drinking water supply from the government supply lines stopped. There was no water for three consecutive days and the water tanker started coming after our protests," said 54-year-old Sitaram. A few days before Bahadur's death, two men were hospitalised after fighting over filling water from the tanker. Prior to that, five men suffered head injuries in a clash between two groups. There have been multiple complaints, protests and road blockings over water, but they have fallen on deaf ears. Officials told the locals that the problem is a result of less volume of water being released by Haryana. "Local leaders blame the Haryana government and the Centre for the shortage," Sitaram said. Phoolwati, a factory worker, said that if one misses filling up from the tanker, then it is nearly impossible to get drinking water for the day. They either request their employers to allow them to go back and fill their buckets or plead with their neighbours to do so. "If we don't go to work, we lose money to buy food. If we miss the tanker, we don't have water to cook that food," she added. Even the children have been asked to pitch in and they return from school to line up at the tanker with a huge bucket. Kajal (9) said that Saturday's fight started when Bahadur's son Rohit was refused to fill water by the accused, Sunil, who lives a few blocks away. "Rohit was getting late for work and requested that he be allowed to fill a bucket. But Sunil, who was getting his neighbour's buckets filled, refused to oblige and they started quarrelling. I went and told Rohit's father about the fight," Kajal narrated. As one tanker for the colony fails to fulfil their demands, most of the slum dwellers fetch water from the nearby industries that have their own borewells. Some even get it from east Delhi where they work. [h=2]Local residents have also been complaining about suffering from stomach ailments due to drinking the muddy water coming from their taps. "We spend close to Rs 1,000 every month to buy water cans.[/h] The water from the taps is so dirty that our children are often sent back from school due to their dirty uniforms," said Yatin Kumar, who has living in the area for the past 20 years.
