Whenever any guest visits us, they ask how we manage to live in this area. This is almost like an insult, but our hands are tied and we need to adapt ourselves to these insults as well," says Anita Chawla, a resident of Delhi Development Authority (DDA) colony in Ghazipur. Residents of the DDA colony, which is situated right opposite the Ghazipur landfill site, claim they are now habituated to waking up to the toxic fumes that the sewage treatment plant spews out daily. "The worst part is the black smoke that billows from the chimney of the treatment plant every day. It has become difficult to breathe and only two days ago I had a bleeding nose. Doctors are saying that it might be because of the air pollution that we are subjected to. It's a huge problem for my family. My children are as young as three years old and it's taking a toll on their health," said 37-year-old Shobha, a resident. Out of sheer compulsion and a lack of other options we are still staying in the area, the residents echoed. 24-year-old Harish Kumar, who works in a dairy farm in the area and lives adjacent to the dumping site said, "I had come to Delhi from Lucknow as a teenager in search of work. Now, I am stuck here under compulsion to earn a living for myself." Meanwhile, the Supreme Court and the National Green Tribunal (NGT) have been regularly rapping the authorities for the increasing height of the landfill site, which has now reached over 60 metres, surpassing the permissible height. Coming down heavily on the authorities, the NGT in September last had said, "It is unfortunate that in the Capital, the people are stated to have died under the garbage hill because of improper, unscientific and indiscriminate dumping of municipal solid waste at these sanitary landfill sites." The green tribunal had further directed the civic bodies to submit comprehensive action plans within "one week". [B]Alternative landfill sites[/B] On March 15, this year, the civic bodies had informed the tribunal that certain sites had been identified as alternative landfill sites. The Central Pollution Control Board had further informed the green panel that some of the proposed sites had been found to be suitable after inspection. Following a fire incident on March 18, at the site, the NGT further directed the civic bodies to "ensure that no such incident of fire reoccurs." "Following directions from the National Green Tribunal , we have restricted the entry of trespassers in the dumping ground. As for the reduction in the height, there are proposals in place, that we are working on," said P.K. Khandelwal, Engineer-in-Chief of the East Delhi Municipal Corporation (EDMC). However, senior DDA officials said that availability of land remains a big problem in Delhi. "No doubt that it is a grave issue at the moment but where is the land to establish a new site? After the Ghazipur incident, when we tried to shift it to Rani Khera, residents there objected and protested. All areas will have some problem or the other. Measures to control the height should have been taken much earlier," said a senior DDA officer on condition of anonymity. In a chamber meeting that the green bench held with senior officials from various government agencies including the DDA, in February, the urban body had expressed its reservations on the land transfers for new sites, as some of them were in the 'O' Zone. The CM had reached out to his political rivals to find a way for stopping the sealings and later led an all-party delegation to meet the SC-appointed monitoring committee, which is carrying out the sealings. These were seen as steps to make inroads into the support base of the traders' community. These moves besides sending two people from the traders' community to Rajya Sabha have strengthened his base among the traders. But the decision to postpone the hunger strike will provide ammunition to his political opponents. Delhi BJP chief Manoj Tiwari described it as "another U-turn by Kejriwal." In a tweet, Tiwari said: "AAP cheated traders and Delhiites once again." Praveen Khandelwal, general secretary of Confederation of All India Traders (CAIT), said: "This was just a publicity stunt by Kejriwal to grab eyeballs and garner sympathy of traders. " CAIT has asked Kejriwal to spell out the demands he will make if he goes on a hunger strike later.
