It is also unclear why the Delhi government didn�t raise this issue earlier even though its final nod for the project has been pending for more than a year. The deputy CM said that some of the unviable routes are not practical and to make these practical, the Delhi government is studying the project at present. He said that if the proposed corridors of Phase IV are implemented, it will further squeeze the budget of commuters, who have already faced a fare hike in 2017. �We want a metro in which it is possible for people to travel,� he said. Sisodia, however, didn�t explain in what way would the propose corridors lead to commuters paying a higher fare. Anita Yadav, the woman who was shot dead by a group of men on Monday, had inherited the school from her father-in-law. She was at the helm of affairs and had purchased six bighas land to expand the school to accommodate more pupils. Family members said that her determination to not return the land to the man from whom she had allegedly bought the plot led to the dispute that resulted in her murder. Anita had even done a PhD in education to further her interests. The woman�s mother, Chandrakanta (80), is still trying to cope with the loss of both her children. Her son�s body was found in an open plot in Haryana on Tuesday morning. The victim�s husband, Ashok Yadav, originally a resident of [URL="https://timesofindia.indiatimes.com/topic/Samaypur-Badli"]Samaypur Badli[/URL], had set up the school with his father 23-years ago and named it after his daughter Rachna. His father employed Anita as a teacher and later got her married to Ashok. Since then, she had taken the responsibility to get the school recognised till Class VIII and made it among the best of six such institutions in Ghuman Hera. Two years ago, Ashok told his brother-in-law, Jai Kishan, a realty agent, that he needed land to expand the school. Kishan, who was running the bus service for the school, put them in touch with his friend Naveen. Initially, Naveen hesitated in giving the land but later agreed to mortgage it. �Naveen agreed to repay the loan within a year and said that by then he would convince his family to sell the land to us. However, after a few months he stopped paying the interest and demanded the land back,� Ashok said. Family members and neighbours claimed that Naveen had had many arguments with Anita over this during which he allegedly threatened to kill them. �He was under pressure from his family to get back the plot,� said a family member. The Yadavs had kept this deal a secret from their children. Their elder daughter is pursuing MBBS from Bengaluru, while the younger one is a law student in Noida. Their son is in Class XI. �We wanted to keep them away from all this. We have a high regard for education,� said Yadav. Jai Kishan is survived by his wife and a nine-year-old son, who stay at Dariyapur village. Police said that CCTV footage recovered from outside the school shows the vehicle in which the killers had arrived and efforts are being made to track its owner. The fund, approved by the cabinet committee on economic affairs (CCEA), will be used to promote agricultural mechanisation for this purpose for the next two years (2018-20). Establishment of �Farm Machinery Banks� for custom hiring of in-situ crop residue management machinery will be the key component of the scheme. The government, under this fully centrally-funded scheme, will assist individual farmers, cooperative societies, farmer producer organisations (FPOs), Self Help Groups (SHGs), private entrepreneurs and registered groups of women farmers. Out of Rs 1,151 crore central fund, Rs 591 crore will be spent in next fiscal while the remaining Rs 560 crore will be meant for assisting stakeholders in 2019-20. The fund will primarily be used to subsidise machinery required for in-situ management of the crop residue. �It will be the responsibility of the agriculture ministry to identify manufacturers and equipments for in-site management of crop. The costs of these equipments will also be decided by the ministry in consultation with manufacturers so that it can be made available to users at reasonable price�, said an official. The decision on Wednesday was taken as per the government�s budget announcement on having a special scheme to support efforts of the governments of Haryana, Punjab, Uttar Pradesh and Delhi to address air pollution. The move is expected to go a long way in tackling the air pollution issue as stubble burning is identified as one of the key problem areas, specially during the post-harvest season of October-November when the prevailing meteorological condition aggravates the situation further in Delhi and the national capital region. Under the scheme, financial assistance of 80% of the project cost to set up �Farm Machinery Banks� for custom hiring will be provided to cooperative societies of the farmers, FPOs, SHGs, registered farmers societies/farmers group, private entrepreneurs and group of women farmers. �If an individual farmer would like to buy such machinery\equipment, the government will provide financial assistance of 50% of the cost of machinery for crop residue management�, said the official. At the state level, department of agriculture of concerned state government will be the nodal implementing agency. A bench of Justices Madan B Lokur, Kurian Joseph and Deepak Gupta said no concrete steps were being taken by the Delhi government to deal with the problem and directed it to file a report by March 19 on setting up of a mechanism to dispose of solid waste in the capital. Additional solicitor general Pinky Anand, appearing for the Delhi government, told the bench that an advisory body had been set up to examine the issue and it had held six meetings to explore ways to deal with the garbage disposal problem. But the bench, after going through the minutes of the meeting, was not satisfied and said that the body was only discussing the issue but not taking action on the ground. The bench also expressed displeasure over other states and UTs not enforcing solid waste management rules to deal with the problem of garbage pile-up in cities which is causing vector-borne diseases like dengue and chikungunya. Additional solicitor general A N S Nadkarni, appearing for the Centre, told the bench that around 20 states and UTs had so far set up state level advisory body but only three had held two or more meetings. He said senior officers from states should be summoned for not enforcing the rules for garbage management. As per the government estimates, 62 million tonnes of waste is generated annually in the country out of which 5.6 million tonnes is plastic waste, 0.17 million tonnes biomedical waste, hazardous waste generation is 7.90 million tonnes and 15 lakh tonne e-waste. The municipal bodies collect 43 million tonnes every year, out of which 11.9 million tonnes are treated and 31 million is dumped in landfill sites. It means only about 75-80% of the waste gets collected and only 22-28 % of it is processed and treated.
