On Friday, the three corporations sealed 73 properties in their areas. A daylong [URL="https://timesofindia.indiatimes.com/topic/Delhi-Trade-Bandh"]Delhi Trade Bandh[/URL]will be observed on March 13 during which the municipal headquarters, Civic Centre, will be gheraoed by the traders. The bandh call has been given by [URL="https://timesofindia.indiatimes.com/topic/Confederation-of-All-India-Traders"]Confederation of All India Traders[/URL] (CAIT). �The decision to hold the bandh was taken in a meeting on Thursday attended by members of about 250 trade associations from across Delhi,� a statement from CAIT said. CAIT has demanded an amnesty scheme to protect Delhi on �as is where is basis� as of December 31, 2017. Strict action has been proposed for future violations not only on traders but even officials. Traders have sought a moratorium Bill on sealing by the Centre in the current session of Parliament. They have also asked CM Arvind Kejriwal to convene a one-day special session of Delhi assembly and pass a Bill to stop sealing and forward it to the central government for its approval. Meanwhile, north corporation on Friday sealed 33 properties � 11 in Keshavpuram zone, eight in [URL="https://timesofindia.indiatimes.com/topic/Civil-Lines-zone"]Civil Lines zone[/URL] and seven each in Karol Bagh and Rohini zones. No sealing was carried out in Narela and City-Sadar Paharganj zones. The train would cross Dhaula Kuan at a height of 23.6m (as high as a seven storey building) to reach South Campus from Majlis Park. The section would have three interchange stations � Azadpur, Netaji Subhash Place and Rajouri Garden, apart from being connected with the Dhaula Kuan station of Airport Express Line through a walkway, which would be completed by June. Amid anti-Kejriwal slogans, the chief minister said all political parties needed to unite to resolve the sealing issue. �There is a need to make changes in the master plan to provide relief to the traders suffering due to the sealing drive,� he said. �The Supreme Court has stayed the amendments made by DDA. I request all political parties and MPs to sit down and work out a solution in a bid to provide relief to the traders. This can�t go on,� he added. �There is a need to bring an ordinance to halt the sealing drive and only the central government can do that.� Following the directive of the SC-appointed monitoring committee, the corporation sealed 350 shops for misuse of property and unauthorised construction on Thursday. Sanjay Singh, Rajya Sabha MP from AAP, said he had requested several MPs from different parties to raise the issue in Parliament. �We will continue to do so till the problem is resolved.� However, traders want immediate action. �Where was the Delhi CM when the sealing drive started? It has been two months since the drive has been initiated and now the CM has woken up to resolve our issue,� said Ramesh Kumar, a trader. Coming down heavily on how framing of the master plan has been reduced to a �mere exercise on paper� without paying heed to its implementability on ground, the parliamentary standing committee on housing and urban affairs ministry has recommended that the next Master Plan should be a realistic and comprehensive document accommodating the views of people, creating adequate infrastructural facilities. With regard to the ongoing [URL="https://timesofindia.indiatimes.com/topic/sealing-drive-in-Delhi"]sealing drive in Delhi[/URL], the panel has observed that despite having three Master Plans for 1981, 2001 and 2021, a comprehensive vision is still lacking. �They are of the opinion that the ongoing sealing drive is due to lack of coordination among different agencies, which are primarily responsible for planning and execution of Delhi�s Master Plan 2021,� the panel said in the report presented in Parliament on Friday. The committee said there has been an imbalance between planning and implementation since the first Master Plan. The panel has also pulled up the DDA for inordinate delay in finalisation of Land Pooling Policy (LPP) even five year after it was notified. The committee also found that nothing has moved in the past one year even after Delhi government notified 89 villages as urban area and the issue of notifying 95 villages is under its consideration. In its report, the parliamentary panel has also taken up the case of construction of �Third Road� for linking sub-city of Dwarka with West Delhi. Currently two roads - Palam Road and Pushpanjali Road - are hardly able to withstand the huge vehicular demand of two lakh houses that have come up in that area, the report said. [h=2]The DDA informed the panel that the only road under consideration was urban extension road (UER-II) joining Dwarka with Najafgarh which is being implemented by NHAI and there is no other proposal from DDA.[/h] The panel has recommended the ministry to take up the issue of building the Third Road with highways ministry to cater to the impending demand of large number of houses in Dwarka sub-city.
