[h=1]South Delhi civic body will visit your home to listen to your complaints[/h] TNN | Mar 25, 2018, 02:52 IST Delhi BJP chief Manoj Tiwari. (File Photo) NEW DELHI: Delhi BJP president Manoj Tiwari on Saturday launched a project of South Delhi Municipal Corporation under the banner of MCD Aapke Dwar from South Extension. Under the initiative, officials and leaders of the civic body will visit different areas and hear the grievances of the people. The project falls on similar lines of Aam Aadmi Partys mohalla sabha. The main aim of this initiative is to understand the problems of the public and to resolve their complaints. Hundreds of residents from South Extension participated in the interactive session and a number of local issues were resolved on the spot by concerned officials, Tiwari said. Slamming the AAP-led Delhi government, Tiwari further said, We are shocked to learn that even developed colonies like South Ex are facing water shortage and sewage issues. Chief minister Kejriwal should focus on development of Delhi rather than indulging in political gimmicks. The Delhi BJP chief believed that the initiative launched by SDMC would be taken forward by the other two civic bodies as well. SDMC mayor Kamaljeet Sehrawat, during her visit to South Extension, proposed to utilise properties of the civic body that are lying vacant. Sehrawat said that a meeting was set up with RWA members and on a pilot-basis, SDMC has decided to convert the existing baarat ghar into a recreational centre for senior citizens. Sehrawat said that in every locality of SDMC, unused properties would be identified and the corporation would then develop it as per the requirement of the local public. We will direct zonal officials to compile a list of properties that are under-utilised or are lying vacant and as per demands of the local residents of that area, the property will be redeveloped, the mayor added. [h=1]Water level in Wazirabad pond below normal, DJB does rationing[/h] Paras Singh| TNN | Mar 25, 2018, 02:43 IST NEW DELHI: If the first three months of the year indicate anything it is that summer could herald a water supply crisis. The water level in the Wazirabad pond, which receives raw water from the Yamuna, is below normal. The canals that carry water to the capital from Haryana too have a reduced flow. The situation is so alarming that Delhi Jal Board had to approach the Supreme Court on Saturday, having earlier gone to the National Green Tribunal and the Delhi high court to get its mandated share of water from the neighbouring state. The level at Wazirabad is currently 669ft against the normal of 674.5ft, and Haryana has reduced the release of raw water in the Delhi Sub-Branch and Munak canals, said Dinesh Mohaniya, DJB vice-chairman and AAP MLA from Sangam Vihar. DJB officials disclosed that the city is grappling with a shortfall of 70MGD (million gallons per day) in water supply and rationing is being resorted to so as to minimise the impact in vulnerable areas. Delhis 11 water treatment plants have a total capacity of 906MGD. Although the Wazirabad and Chandrawal plants have been primarily affected, the others at Haiderpur, Bhagirathi, Bawana, Nangloi, Sonia Vihar, Okhla and Dwarka too have seen a marginal fall in supply. Explaining this, Mohaniya said, If the entire treatment work at Chandrawal is stopped, water supply would be reduced by 125MGD. To prevent an emergency of this sort, we are diverting water from the plants at Haiderpur and Dwarka to ensure acceptable level of water at Chandrawal and Wazirabad. North and south Delhi, and a few central areas, are facing the brunt of water supplied at low pressure. Last week, a 60-year old man died in a brawl over a water tanker in Wazirpur. No wonder Mukesh Agarwal, member of the Lake Area Residents Association in Model Town, is so hassled. Water tanks do bring water, but people often end up quarrelling. In any case, for how long can you sustain life on buckets of water? he said. Tankers cannot be a long-term alternative to piped supply. Ritesh Dewan, member of the Shalimar Bagh RWA, is luckier than Agarwal not to receive yellow, brackish water, but the fluctuation in water supply remains a big concern. The colonies at the tail end of Shalimar Bagh receive very little water and supply is not reliable, he said. In south Delhi, Chetan Sharma of Greater Kailash II, grumbled that people were being forced to buy water. It isnt easy for people living in higher floors to ferry water from the tankers, he said. Residents used to buy water earlier too, but this has increased now. With the days getting hotter, Delhiites hopes now lie in the Supreme Courts intervention. [h=1]Dont politicise water, give Delhi its rightful share: AAP to Haryana[/h] Paras Singh| TNN | Mar 25, 2018, 02:56 IST Representative Photo NEW DELHI: Besides taking on Haryana in the Supreme Court, where the matter will be heard on Monday, the Aam Aadmi Party decided on direct action to press the neighbouring state on releasing the capitals rightful share of water. On Saturday, several AAPMLAs marched to the states outpost, Haryana Bhavan, on Copernicus Marg and asked the BJP government in Haryana not to politicise the issue of water supply. The protests will continue till Haryana increases the amount of water being sent to Delhi, asserted Dinesh Mohaniya, vice-chairman of Delhi Jal Board and MLA from Sangam Vihar. Water sharing agreements between states are based on the principle that river water is a national resource. In the case of Delhi, a Supreme Court judgment even specifies that the pondage level at Wazirabad reservoir should not fall below 674.5ft in any circumstance, he said. With water at Wazirabad currently at 669ft, and with no respite after taking the problem to the National Green Tribunal and Delhi high court, hundreds of demonstrators besieged Haryana Bhavan carrying banners asking the Manohar Lal Khattar government in Haryana play politics with the water supply. Around a dozen ruling party MLAs, including Sanjeev Jha, Shiv Charan Goel, Anil Bajpeyi, Gulab Singh, Alka Lamba, Commando Surender Singh and Madan Lal, participated in the protest. Jha, MLA from Burari, alleged that the Haryana government's act was politically motivated, while Lal, MLA from Kasturba Nagar, elaborated, BJP is seeking revenge on Delhis people for not having voted it to power in Delhi. Claiming that Haryanas chief secretary had admitted to lapses leading to water being polluted, a Delhi government spokesperson said, The water crisis in Delhi is serious, proved by the recent death of a citizen over a dispute related to water. The Haryana government is directly responsible for creating this artificial shortage, and the reasons are not so much administrative as they are political. With the AAP government approaching the second half of its tenure, water has assumed a bigger importance in the scheme of things. Deputy CM Manish Sisodia announced a 19.9% hike in Delhi Jal Boards allocation in the Budget and declared that the government would improve the water infrastructure and plug all leaks by the yearend. Critically, noting that in all these years, despite being a water-stressed state, Delhi had no idea where almost half the water it supplied went to, the government announced time-bound programme to set up water audits at supply points and serviced localities. [h=1]Delhi: AAP, civic bodies spar over building colony roads[/h] [h=2]Currently, the three corporations East, North and South have the mandate to build colony roads, while the Public Works Department builds roads that extend beyond 60 feet.[/h] Written by Abhinav Rajput | New Delhi | Published: March 25, 2018 1:40 am The Delhi government move to allocate Rs 1,000 crore to the three municipal corporations to improve roads in residential areas has sparked a war of words between the BJP and the AAP, with the mayors calling it an attempt to usurp the power of the civic bodies. The mayors said the Delhi government wants to grab power to build colony roads from the MCDs. Currently, the three corporations East, North and South have the mandate to build colony roads, while the Public Works Department builds roads that extend beyond 60 feet. South body mayor Kamaljeet Shehrawat said, The government has allocated a budget of Rs 1,000 crore in the name of helping local bodies. But they have smartly retained the power to build those roads. Why are they infringing on our rights? Before 2012, they took the right to build bigger roads from us and now want to take the smaller roads as well, she said. Senior AAP leader and spokesperson Saurabh Bharadwaj, however, said that as per budget provisions, the government will need a no-objection certificate from the L-G if they want to construct roads using the fund. But an NOC will halt Delhis development. We are not interfering in their power to build roads from their own funds, he said. To this, North mayor Preeti Agarwal said, They havent given any special package to bail out North and East bodies whose budget deficit is in crores. Workers and teachers have not been paid for months. They could have allocated the fund to us instead of encroaching on our departments, she said. [h=1]Haryana not obeying SC order on Yamuna water: Delhi govt[/h] TNN | Mar 24, 2018, 02:47 IST Delhi chief minister Arvind Kejriwal. (File Photo) NEW DELHI: The AAP government headed by Arvind Kejriwal moved the Supreme Court on Friday and accused Haryana of disobeying the apex courts 1996 order directing the state to release 450 cusecs of Yamuna waterdaily to Delhi for drinking purposes. In its urgent application drafted for Delhi Jal Board (DJB) by senior advocate Parag Tripathi, the AAP government said it was seeking most urgent interim directions for supply of 450 cusecs of water in Yamuna river to Delhi at Wazirabad reservoir for drinking water purposes to Delhi, which is in the midst of an acute water crisis owing to stoppage of supply of water by Haryana. Haryana is defying the Supreme Courts directions to supply drinking water at Wazirabad reservoir and is taking undue advantage of being an upper riparian state. It has converted Yamuna in Delhi into a dry river having virtually no water and consequently no water is available for treatment at Wazirabad, the DJB said. The DJB requested the SC to direct Haryana to ensure daily supply at least 450 cusecs of potable water at Wazirabad carriage reservoir and to keep it full at all times and have a daily monitoring of water quantity and quality at Wazirabad barrage/reservoir by an independent agency. Tripathi is likely to mention the application for urgent hearing before CJI Dipak Misra on Monday. Yamuna water sharing between Delhi and Haryana has been a contentious issue for decades and the SC had ordered Haryana to release 450 cusecs of water to Delhi way back in February 1996. In February 2016, there was again a tussle between the two governments over damage to Munak canal that also supplies water to Delhi. While Haryana had promised to repair it on a war footing and the Army had to step in to protect it from quota agitators, the SC had advised political parties running the two states to work together rather than score political points. In April 2015, Haryana government had moved a plea in Delhi High Court accusing the DJB of wasting water by not opening the gates of its twin pipelines connecting Munak canal to the Wazirabad water treatment plant. The state had also contended that the Delhi HC did not have the jurisdiction to go into the matter of inter-state water disputes as well as interpret inter-state agreements and their implementation. The DJB too had moved a plea seeking to restrain Haryana's irrigation department from connecting the older Delhi sub-branch canal with the new Munak canal.
