But nothing can happen on the ground because NHAI has not been handed over suitable [URL="https://timesofindia.indiatimes.com/topic/land"]land[/URL] by either Haryana or Delhi. As a result, the highway ministry may not be able to follow through with its plan of Prime Minister Narendra Modi laying the foundation stone for the project next month. Dwarka Expressway is running more than a decade behind schedule because of a series of legal cases. It was originally conceived by the [URL="https://timesofindia.indiatimes.com/topic/Haryana-government"]Haryana government[/URL]. NHAI took over the project only in 2017. Sources said NHAI chairman Deepak Kumar has written to Haryana chief secretary D S Dhesi saying that the authority cannot give the appointed date to L&T since the required land parcels are not available. "It's being developed as an expressway and without getting land for the entire stretch, building small stretches won't help," said an official, who did not wish to be named. In his recent letter to Dhesi, NHAI chief has referred to a meeting held in last week of February where the Haryana government officials had committed to resolve the land related issues and provide the required right of way (RoW) for carrying out construction. But even after three weeks the state has not fulfilled its commitments. The commitments included removal of all structures and hindrances in [URL="https://timesofindia.indiatimes.com/topic/Palam-Vihar"]Palam Vihar[/URL]barring 68 structures where there is stay by High Court, confirmation to reimburse the cost of 14 hectare land acquired by NHAI in Haryana and transferring 4.25 hectares of state government land to NHAI without any cost. Demolition Starts for illegal Houses in New Palam Vihar !! एक दशक से लंबित द्वारका एक्सप्रेस-वे की बाधाएं अब छंटती नजर आ रही हैं। बुधवार को हरियाणा शहरी विकास प्राधिकरण (हुडा) ने न्यू पालम विहार में बाधा बने मकानों को तोड़ने की प्रकिया शुरू कर दी और एक मकान को जमींदौज कर दिया। हुडा ने मंगलवार को 18 भवन मालिकों को मुआवजा दिया था। अगले दिन तोड़ने की का र्रवाई शुरू की। द्वारका एक्सप्रेस-वे के न्यू पालम विहार हिस्से में 64 मकान बाधा बने हुए हैं। हुडा से इस सभी मकानों को हटाने की सीमा खत्म हो चुकी है। हुडा ने सभी मकान मालिकों को मुआवजे के साथ वैकल्पिक भूखंड दिया है। गौरतलब हो कि द्वारका एक्सप्रेस-वे का शिलान्यास प्रधानमंत्री नरेंद्र मोदी को करना है। !! .......48 घंटे की मोहलत:........ !! हुडा अधिकारियों ने पहले दिन तीन कमरों के एक बंगलानुमा मक ान को धराशायी कर दिया। वहीं कार्रवाई देख बाकी मकान मालिकों ने खुद ही अपने मकान खाली करने शुरू कर दिए हैं। ऐसे में हुडा ने उन्हें सामान निकालने के लिए 48 घंटे का समय और दे दिया है। हुडा के एसडीओ प्रवर्तन हरि सिंह जाखड़ के मुताबिक सभी मकान मालिकों को एक सप्ताह पूर्व नोटिस दे दिया गया था। साथ ही नोटिस की प्रति उनकी दीवारों पर भी चस्पा कर दी गई थी। इसमें इन्हें घर खाली करने के लिए एक सप� �ताह का समय दिया गया था। अब नोटिस की अवधि पूरी होने के बाद उन्होंने पुलिस बल के साथ मौके पर पहुंच कर एक मकान के अलावा चार चाहरदीवारी तोड़ी है। उन्होंने बताया कि कार्रवाई होते देख बाकी मकान मालिकों में अफरातफरी मच गई। लोग आननफानन में खुद ही अपना मकान खाली करने लगे। उनकी हालत को देखते हुए उन्हें एक बार फिर से सामान निकालने के लिए थोड़ा वक्त दे दिया है। जल्द टूटेंगे मकान: हुडा ने 18 मक ान मालिकों को वैकल्पिक प्लाट देने के साथ ही मकान का मुआवजा भी दे दिया है। एसडीओ प्रवर्तन के मुताबिक अब हुडा की ओर से इन 18 मकानों को तोड़ने में कोई अड़चन नहीं है। वहीं हुडा के संपदा अधिकारी प्रथम संजीव सिंगला ने बताया कि बाकी के मकान मालिकों को भी जल्द से जल्द मुआवजा दे दिया जाएगा। इन सभी लोगों को पहले ही वैकल्पिक प्लाट दिया जा चुका है। मुआवजा देने का काम भी इसी सप्ताह हो जाएगा। उन� ��होंने बताया कि अभी 128 मकान मालिकों को मुआवजा दिया जाना है। बस जीपीए की अड़चन बाकी: द्वारका एक्सप्रेस-वे के बीच में अब सिर्फ जनरल पावर अटॉर्नी (जीपीए) वाले भूखंड और मकानों की बाधा रह गई है। इनको हटाने का विषय पंजाब एंड हरियाणा हाईकोर्ट के पास विचारधीन है। हुडा अधिकारी करीब डेढ़ लाख लोगों को प्रभावित करने वाले इस महत्वपूर्ण एक्सप्रेस-वे की ये बाधा हटाने के लिए हुडा सुप्रीम कोर्ट � �ला जाए।[/b][/h1]

The Huda enforcement team, along with the police, reached New Palam Vihar around 9.30am and began demolishing the house[/I] In order to complete land acquisition in New Palam Vihar and hand over the land to the National Highways Authority of India (NHAI) to commence construction of the elevated road on Dwarka Expressway, the Haryana Urban Development Authority (Huda) demolished a fully constructed house on Wednesday. The demolition has created panic in the area. The Huda enforcement team, along with the police, reached New Palam Vihar around 9.30am and began demolishing the house. The owner of the house is one of the 67 oustees of Northern Peripheral Road (also known as Dwarka Expressway) with original registry of the plot. He has been given possession of the alternative plot in Sector 110A, officials said. "I vacated my house three days ago fearing demolition by Huda. The Huda staff pasted the demolition notice four days ago asking us (those who have got possession of alternative plots in Sector 110A) to vacate. I had no choice even though I have not got compensation to build a new house," the owner said, on condition of anonymity. The oustees on Monday met Chander Shekhar Khare, Huda Gurgaon administrator, and demanded the possession of plots for all 350 NPR oustees, including general power of attorney (GPA) and special power of attorney (SPA) holders, as well as compensation. HS Jakhar, subdivisional officer (SDO), Huda enforcement, said, "All plot owners possessing original registry have got possession of alternative plots and they will get compensation soon. We demolished a house and will continue with the drive." The GPA-SPA holders have moved the Punjab and Haryana high court for adequate compensation and the matter is pending in the court. "There are over 350 oustees of whom hardly 67 have got possession of plots till date but none has got the compensation yet. In such a scenario, Huda should not create panic by taking up demolition. In 2015, we had entered into a policy with Huda, under the guidance of the court, to rehabilitate all oustees, but Huda has failed to comply with that. The court will hear our matter on Thursday," Lalit Kumar, an oustee, said. In February, Huda enforcement team cleared structures from 45 plots in New Palam Vihar. The 45 plots where the demolition took place were vacant. The 18km portion of the NPR, falling in Gurgaon, between the Delhi border and NH-8 near Kherki Daula, is yet to be completed. A1.4km portion in New Palam Vihar and a 500 metre portion in Kherki Daula are holding up the work owing to land litigation. Huda has completed 16.6km of the NPR and handed over the project to NHAI in October 2016. Now, the NPR has been extended till Shiv Murti in Mahipalpur, New Delhi. The NHAI has planned a 10km elevated road on the NPR, between the Delhi border and Basai flyover, and is waiting for Huda to hand over the land in New Palam Vihar and Kherki Daula at the earliest to commence work.
