But there is little to cheer about. The increase is only in the open and scrub forest categories whereas both very dense and moderately dense forests have recorded a decline. The assessment by the [URL="https://timesofindia.indiatimes.com/topic/Forest-Survey-of-India"]Forest Survey of India[/URL] emphasises Delhi is losing its dense, bio-diverse forests over the years even as plantations account for a minor improvement in the total forest cover. As far as tree cover is concerned — sparse vegetation along roads or [URL="https://timesofindia.indiatimes.com/topic/small-scale-plantations"]small-scale plantations[/URL] — Delhi has the second-highest tree cover as a percentage of the total geographical area among states (see graphic). In this respect, Goa tops the chart. As far as forest cover is concerned, Delhi has lost about 0.2 sq km of very dense forest and 0.9 sq km of moderately dense forest since 2015. According to the report, the increase of 3.6 sq km observed in Delhi can be attributed to plantation activities and conservation whereas decrease in some areas could be because of developmental activities. [IMG]https://timesofindia.indiatimes.com/img/62892808/Master.jpg[/IMG] A senior forest official told TOI that the focus was on open areas this time around, instead of very dense forest (VDF) and moderately dense forest (MDF), which both came down slightly. "The overall increase in Delhi's green cover is a good sign. Delhi's green cover has increased from around 20.2% last time around to 20.6% this time. The fall in VDF and MDF areas could be due to development work, especially in the form of building roads, but the drop is not that significant," the official said. There is a 4.8 sq km increase in open forests and 0.7sq km in scrub forests. There is another issue with FSI's assessment of forest cover. According to forestry experts, the methodology for accounting forest cover doesn't differentiate between tree cover on agricultural land, plantations, urban parks and natural forests. The Forest Survey Of India defines forest cover to be "all land more than one hectares in area, with tree canopy density of more than 10%, irrespective of ownership and legal status". This definition could well mean that man-made forests are also counted as forests. In fact, the report clarifies that "occurrence of weeds like lantana in forest areas and agricultural crops like sugar cane, cotton, etc, adjacent to forest areas causes mixing of spectral signatures and often makes precise forest cover delineation difficult". The reduction in very dense and moderately dense forests in Delhi is all the more worrying because air pollution levels are extremely high in the capital — and getting worse. The carbon sequestration and pollution combating capacity of open forests is half or a third of that of dense, good quality forests, according to an earlier estimate by professor NH Ravindranath, a forestry expert from the Indian Institute of Science, Bangalore. A bench headed by judicial member Jawad Rahim and expert member Nagin Nanda issued the notice and sought a reply by Tuesday. DJB, in its petition, contended that the sewage treatment plants were being unable to treat water properly, due to which the pollution levels were extremely high. "Constantly monitor ammonia levels before the water enters the Wazirabad pond in Delhi from Haryana and take immediate steps to reduce foul smell emanating from it, which is being supplied to Wazirabad pond from Haryana." the plea said, adding immediate steps were needed to reduce ammonia levels to keep them below 0.3 PPM and under no circumstances above 0.5 PPM. The stoppage of pollution in Yamuna, particularly upstream Wazirabad, is urgently needed in view of usage of raw water for treatment for drinking purposes serving 35% area of Delhi. A bench of Acting Chief Justice Gita Mittal and Justice C Hari Shankar directed the petitioner's lawyer to make a representation in this regard before the National Highway Authority of India and the municipal body. "View on this has to be taken by the respondents (NHAI, SDMC and the Delhi Police). They need to look into it and take a view thereafter," the bench said. The plea, filed by advocate-petitioner Amit Sahni, said there was total mismanagement in the collection of toll from commercial vehicles along the state borders, which was causing huge problem for other vehicles. "The jam is caused deliberately and systematically by the toll collectors so that they could intervene in the jam and collect toll from commercial vehicles," the plea alleged. The petitioner said in his plea that toll collectors in Gurugram have been asked to use six lanes on the extreme left to collect toll. But when commercial vehicles unintentionally or deliberately do not pass through the designated lanes, toll collectors intervene, resulting in chronic snarls. The petitioner has sought direction to the NHAI and the Delhi government to ensure smooth flow of traffic at Delhi's borders. [b]SDMC Budget: Plan To Hike Property Tax Struck Down[/b] When the South Delhi Municipal Corporation (SDMC) unveiled its Budget Estimates for the financial year 2018-19 (FY19) on December 8, the civic body had proposed a nominal increase in property tax rates. It proposed that residential properties of category A and B falling under the SDMC would have to pay a 14 per cent tax, an increase of two percentage points from the existing 12 per cent. It was proposed that residential properties of C, D and E categories would have to pay 12 per cent property tax from the existing 11 per cent, and, from seven per cent, residential properties of F, G and H categories would have to pay an eight per cent tax. Those proposals were struck out when the SDMC House on February 12 cleared the annual Budget. Additionally, the SDMC will also give property tax exemption to medal winners of the Olympics and other top games. "Martyrs belonging to the armed forces and the para-military forces and their widows; medal winners in the Olympics, the Asian Games and the Commonwealth Games will get full exemption on payment of property tax for one residential property," the SDMC said. "Ex-servicemen are to get 30 per cent rebate, on lumpsum payment of property tax, up to June 30, for one residential property," it said. To honour the freedom fighters, the civic body also plans to rename of schools, parks and community centres after them. [b]What else is there is the SDMC Budget this year?[/b] *The Budget proposes 16 multi-level automated car parking and procurement of 72 electric cars soon. "The new parking policy of Delhi government is to come soon. But, the SDMC is not in favour of charging parking fee for parking of vehicles in the inside lanes of colonies," said Leader of the House Shikha Rai. *All lighting system in schools would be replaced with LED lights. Also, in all SDMC schools, free sanitary pads will be provided to girls. *The SDMC will offer wood shavings for use in the funeral pyre, to the poor at no cost. *All 104 wards under the SDMC would get 10 Victorian-style benches and two mobile health vans.

South Delhi residents Manjeet Singh Chugh and Ravi Gopal Krishnan had petitioned the High Court alleging that LED lights on public roads and streets in south Delhi were either not working or were not being maintained or replaced if they stopped working. [B]Officer's role[/B] The court had directed that it will be the responsibility of the nodal officer, not below the rank of a superintendent engineer, to verify the nature and quality of the street lights being installed on the roads of the city. Mr. Chugh complained that despite the direction of the High Court, neither the civic agencies nor has the city government had nominated any nodal officer. This, the petitioners said, was despite crores of rupees being spent on LED lighting. "There are electric poles and lights, but they don't work or are very dim. If they are properly maintained, many crimes can be averted," the petition read.
