The south civic body, which is the nodal head for toll tax collection, had floated the tender to appoint a consultant in 2015. However, the project has not been implemented till date. Senior SDMC officials said that the project requires advanced technology and it failed to attract any bidder, which resulted in the delay. "A total of 14 entry points will be covered, which will have RFID lanes. Toll points selected for the project include Ghazipur (main and old), Kalindi Kunj, Kapashera, Kundli, Rajokri, Shahdara flyover, Tikri, DND Flyway, Ayanagar and Badarpur border," said a senior SDMC official. RFID is a small device with a chip that acts like a bar code. When it passes through a scanner, information about the vehicle can be obtained and toll tax and congestion charge can be debited from its e-purse, an official said. In October 2015, the Supreme Court had ordered collection of Environment Compensation Cess (ECC) from two multi-axle commercial vehicles to bring down the number of trucks entering the city. The ECC was implemented in November and within two months, the number of trucks entering the capital declined by 20%. "We had floated the tender earlier but due to technical glitches we couldn't award the work to any private concessionaire. We have reworked the tender and invited bidders. We are hopeful that the work will be awarded at the earliest," said a senior official from south corporation. [b]Draft area parking plan recommends shared parking in Delhi[/b] The draft area parking plan has recommended shared parking to be adopted by all future residential and commercial projects in the city, factoring in scarcity of land and its growing demand for various purposes. The Delhi Transport Department has put the draft of guidelines for area parking plan in public domain for suggestions from the stakeholders, said a Delhi government official. Noting that land is a finite resource and there are a number of pressing requirements to be met in the city, such as affordable housing, neighbourhood parks and community facilities, the draft says that public land cannot be provided for only parking of private vehicles in stand- alone structures. "In order to ensure efficient utilisation of land, it is recommended that in all new projects -- commercial, institutional, housing, etc -- at least 50 to 100 per cent of the equivalent car space (ECS) be provided as an unbundled, shared parking facility," it says. "Unbundled" means that the parking space shall be sold/auctioned separately during disposal of the property and not as a package deal where parking is a "hidden cost" to the buyer who may or may not own a car. Therefore, buyers should be given the option to purchase an ECS-space separately during the application process for an apartment or commercial space, it says. "This would reveal the true cost of parking to end users and unsold parking spaces can be sold to municipal corporations to be used as part of the public parking pool," it says. Once sold to municipal corporations, the shared parking facility would be available on short-term rental leases with preference for the local residents, the draft states.

The capital currently has the highest number of real-time monitoring stations in the country run by the central and Delhi governments Delhi Pollution Control Committee alone has 26 stations, Central Pollution Control Board has six and he [URL="https://timesofindia.indiatimes.com/topic/Indian-Meteorological-Department"]Indian Meteorological Department[/URL] has eight stations. Low-cost monitors are priced anywhere between Rs 12,000 and Rs 30,000, whereas government-run monitors cost more than Rs 1 crore. What is interesting, however, is the idea of having this dense network is not only to gauge how high air pollution levels are, but to map variations in air quality across the city, identifying pollution hotspots, determining sources, testing policies being implemented by the governments. The data from the air quality monitors will be fed into a statistical model to better understand spatial variation. The data will be analysed from a socio-economic perspective as well to see distributional impacts of air pollution on various income brackets. The team also aims to assess the effect of air pollution on learning, development and physical health on schoolchildren, study whether shutting the school or cancelling classes is an effective policy or there is need for defensive measures, such as using masks. Overall, the team will study if air pollution information increases civic action or encourages people to take preventive measures. Initial readings at the 10 locations being monitored by the EPoD India team show there are differences in PM2.5 (fine, respirable pollution particles) even between neighbourhoods. The daily trends show significant peaks during early morning and evening hours. Researchers at EPoD India said the finer the grid of monitors, the better it will be for understanding nuances.
