According to a Delhi government report, north corporation had utilised only 22% of the Rs 46 crore as on December 31, 2017, while the east corporation spent 53% of its share of Rs 41 crore. The funds had come from both the Centre and the Delhi government. "For spending on building toilets, and creating awareness and capacity building, the corporations needed only planning and execution and nothing else," said an official. However, for solid waste management, the corporations needed to make 56% contribution to the funds. The corporations haven't bothered to create awareness about the sanitation mobile applications they had launched on December 29 last year. That's why these continue to be extremely ineffective. Both north and east corporations had recently claimed an open defecation-free status. But rampant open defection continues and officials of both corporations are aware of this. Yet funds weren't spent on creating awareness. Officials in both corporations, however, claimed that by December 31 last year, funds had been earmarked under different heads. "Around 80% funds have been utilised recently, but utilisation certificates haven't been shared with the government. We will do that soon," said a north corporation official. East corporation also claimed that it has spent around 75% of the funds and would submit a report to the government on it soon. Unspent Swachh funds are transferred. "His relatives from Pakistan continue to come here regularly and pray at his grave," said Mohammad Imran, who lives in a house adjacent to the grave. The grave is in a terrible shape and has nothing but a headstone bearing the name of Khan. "It were the Pakistani relatives who came here and put up iron grilles to make the grave distinct as this whole place is filled with many graves," Imran said. Ahmed however said the people who live around the graves are encroachers. "It's my family graveyard and several of my ancestors lie there," he said. He also blamed the government for not doing enough. "For all these years, the grave was in a shambles. No one from the government or the Waqf Board ever bothered to save it. The stature that my great granduncle had, he deserved a beautiful mausoleum, much like the Zakir Hussain monument at Jamia," Ahmed said. Historian Rana Safvi, however, blamed it on the family for the state of the grave: "The family could have done more for the grave. They should go there regularly and perform prayers." Meanwhile, Jamia celebrated its 150th anniversary on Monday. "When I came here, there was nothing on his name to pay respects. It was then that we decided to initiate programmes on his name and have inaugurated an exhibition at the university's Premchand archives," vice-chancellor Talat Ahmed said, adding that the university would now have PhD and diploma courses on Unani medicine. The gram sabha land, under the control of Delhi government in Asola village, was transferred to private individuals in connivance with revenue department officials, CBI claims. It is alleged that some officials of the revenue department tampered the land records to insert the name of one Mahesh as the land owner (Bhumidar) of these government properties. Mahesh later sold these properties to a woman, Raman Mehra, at prices which were alleged to be just a small fraction of prevailing market rates, CBI said. After the scam surfaced, an inquiry was ordered by the office of LG Anil Baijal. "Since, Mahesh is the main beneficiary as he received Rs 1.40 crore from Raman Mehra by selling 10 bighas gram sabha land, he is also responsible for this conspiracy out of the said tampering," the inquiry report said. The report was cited by Ankita Chakravarty, the then SDM (Saket). Mahesh allegedly sold 10 bighas of gram sabha land to Mehra for Rs 1.40 crore, the report said. "The present application, filed by DJB, seeks direction to the Haryana government to urgently take steps and check dangerous ammonia levels and other consequent pollution in the drinking water source of the Yamuna," said the petition, citing that it has been the cause of polluted water in Wazirabad reservoir. DJB had also contended that the sewage treatment plants were being unable to treat water properly, due to which the pollution levels were extremely high. "Constantly monitor ammonia levels before the water enters into the Wazirabad pond in Delhi from Haryana. Take immediate steps to clean the water and reduce the foul smell," the plea said, adding immediate steps were needed to keep ammonia levels below 0.3 PPM and under no circumstances above 0.5 PPM. A DJB estimate states that nearly 35% of the water supply in Delhi was affected due to high ammonia levels and pollution. This, however, is only a small step forward in the project. The 3.5km-long elevated corridor is aimed at providing hassle-free connectivity between east and south Delhi. With a gradual increase in traffic on NH-24 and the DND flyway, there is an urgent need for an alternative route to connect the two parts of the capital. Sources say the traffic volume is likely to increase with completion of the NH-24 widening project. PWD had found out about the two plots soon after it started work in 2015, when [URL="https://timesofindia.indiatimes.com/topic/DDA"]DDA[/URL] handed over land for the project. It had then requested the government's land and building department for acquiring the plots. However, the acquisition process started only in July 2017 with the panel for SIA being notified. Infrastructure projects did not receive much attention from the government in its first two years. While work on eight has been completed, four are stuck due to the land acquisition problem and shifting of a Transco line. "Each well foundation takes nearly eight months," said an official. Meanwhile, it took PWD almost two years to get permission from Delhi Transco Limited (DTL) to start the process to shift its line. "We started the work in January this year and will finish it by May," said a PWD official. [h=2]The villagers of Nangli Razapur who own the two land parcels are willing to sell their land to the government but have demanded Rs 7-9 crore per acre as compensation. "It was turned down by the government as the amount is very high," said an official. Hari Shankar ordered the government and civic authorities to hold a meeting of architectural and engineering divisions to formulate a training module to sensitise their officials. "There is complete lack of sensitivity to issues concerning disability. This is on account of ignorance towards issues faced by the disabled," the Bench remarked while hearing a plea by Delhi-resident Nipun Malhotra seeking to make public buildings, transport and parks disabled-friendly. Advocate Jai Anant Dehadrai, appearing for Mr. Malhotra, pointed out that most public parks in Delhi lack proper access for the disabled and aged persons due to narrow entry points. [B]'Practical problem'[/B] The Bench said it was a "very practical problem" as entrances to most public parks were narrow or had a revolving gate, making it tough to access for the disabled and the elderly. It directed the civic agencies to take up one or more areas in their jurisdiction as pilot projects to make them completely disabled- friendly. Advocate Naushad Ahmed Khan, appearing for the Delhi government and the Delhi Police, said 22 buildings of the Delhi Police were disabled-friendly, including the police headquarters. The Bench asked if the Delhi Police have lock-ups with disabled-friendly toilets, not just for the complainants but also for the accused. "Are there disabled-friendly toilets in Tihar," the Bench asked. "We cannot tolerate exclusion on any account…on the basis of caste or colour or creed or any other criteria," the Bench said adding even juvenile homes, homes for the aged, or Nirmal Chhaya homes for women and other such establishments need to be made disabled-friendly. The court also expressed disappointment that even after more than two years since the petition was filed, many government departments, including the Delhi Metro Rail Corporation, Delhi Development Authority and , South Delhi Municipal Corporation, have not bothered to conduct disability audit of their buildings. The Bench remarked that while under the Accessible India campaign, 50% of all public buildings in the Capital were to be made fully disabled-friendly by July 2018 but many of them are yet to be audited. It directed the presence of Chief Engineer of DDA and the Additional Deputy Commissioner of SDMC on the next date with their respective audit report. A Bench headed by judicial member Jawad Rahim said: "Since this is more of an assertion than an allegation...the CPCB should collect samples at Pajewala [in Haryana], and Wazirabad Water Treatment Plant, ITO and Okhla barrages [in Delhi] and submit a report by February 16. The report shall contain an analysis report of ammonia and other pollutants in the water." The DJB on February 12 had moved a plea in the NGT stating that Haryana was diverting water containing excessive levels of ammonia. It alleged that the level of ammonia was so high that treatment plants were incapable of treating the water and making it suitable for drinking. The DJB had claimed: "The water which is being received from Haryana is blackish in colour and has a foul smell, resulting in possibility of huge health outbreak in Delhi." The plea had alleged that the primary cause of pollution appeared to be addition of untreated domestic and industrial waste in some areas, including Panipat and Sonipat. Counsel for DJB told the NGT that the level of ammonia in the water is negligible at the point of source in Haryana but the level is very high when the water enters Delhi. Counsel for Haryana contended that shortage of water supply in the Capital was because of inaction on the part of the DJB and not because of the Haryana government. The traders held placards and presented roses to passersby. The CAIT had championed the protest as 'My Valentine-My Shop'. "Since there was a holiday today, resulting in absence of officials, we placed a large number of roses at the main gate of the Civic Centre. Similar protests were held at all zonal offices of the corporations," the CAIT said in a statement.
