[b]DDA Housing Scheme Draw By November-End[/b] The draw for the Delhi Development Authority's (DDA's) new housing scheme, for which the urban body received over 46,000 applications, would be held around the end of November, a senior official said. The DDA is offering 12,000 flats across four income categories in Rohini, Dwarka, Narela, Vasant Kunj, Jasola, Pitampura, Paschim Vihar and Siraspur. Of the total flats, around 10,000 unoccupied ones are from the 2014 housing scheme while 2,000 have been lying vacant. "The draw date has almost been finalised. It will be close to November-end," the DDA official said. The 2017 housing scheme, under which 12,000 flats are being offered in a aprice range of Rs 7 lakh to over Rs 1.26 crore, was launched on June 30. After the closure of the extended deadline for submission of forms, about 90,000 forms were sold. "The deadline ended on September 11, and the total number of applications received stand at over 46,000. The last date for applying for any rectification in forms ended on November 10," another senior DDA official said. The draw of the lots is likely be streamed online. DDA's Principal Commissioner (Housing) J P Agarwal said the DDA wanted genuine people to apply and ward off market speculation. Under the scheme, homes will be provided to four income categories: *[b]The HIG[/b] (high-income group): 87 flats, for Rs 53.52 lakh-Rs 1.27 lakh *[b]The MIG[/b] (middle-income group): 404 flats, for Rs 31.32 lakh-Rs 93.95 lakh *[b]The LIG[/b] (low-income group): 11,197 one-bedroom flats, for Rs 14.50 lakh-Rs 30.30 lakh * [b]Janta flats[/b]: 384 flats, for Rs 7.07 lakh-Rs 12.76 lakh. For the LIG category, the registration fee will be Rs 1 lakh while for MIG and HIG flats, a fee of Rs 2 lakh will be charged. The DDA had made every possible effort to address all concomitant issues, including water supply and transportation, Agarwal said. Earlier, Agarwal had said that the Delhi Jal Board had committed to the DDA to ensure water supply in all areas where it is lacking. "We have also written letters to the Delhi Metro and DTC (Delhi Transport Corporation) authorities seeking transport infrastructure in these areas," he had said. The 2014 scheme offered 25,040 flats across categories, with prices ranging between Rs 7 lakh and Rs 1.2 crore. The online response was so massive that the DDA official website crashed soon after the launch.

[b]Delhi Defers Odd-Even For Now[/b] The odd-even scheme is not returning to the national capital for now after the National Green Tribunal ordered the withdrawal of exemptions given to women and two-wheelers. The Delhi government said it will move the NGT on Monday, requesting a review of its order and if the exemptions are granted, the scheme's implementation "will be considered". After a meeting chaired by Chief Minister Arvind Kejriwal, Transport Minister Kailash Gahlot announced that the measure, which was to be implemented between November 13 and 17, was being "called off" as the number of buses were inadequate and women's safety could not be compromised. In a statement, the government later said that it has decided to "defer" its implementation. Gahlot said the authorities are ready to roll it out immediately if the exemptions are granted. The NGT, which gave a conditional approval to the scheme, said that it should be implemented as and when PM (particulate matter) 10 level go above 500 micrograms per cubic metre and PM 2.5 level cross the limit of 300 micrograms per cubic metre and persisted for 48 hours at a stretch. Meanwhile, the NGT has directed the Delhi government and the municipal corporations to ensure availability of appropriate parking facilities for cars and discourage road-side parking. A Bench headed by NGT Chairperson Justice Swatanter Kumar slammed authorities for not complying with its earlier orders to decongest traffic and asked them to take steps in a holistic manner. "Why have you not created appropriate parking place for cars? You people are responsible for creating mess on roads by creating two-three lanes of parking. Why don't you cancel the agreement with contractors who abuse their terms? These parking people become officers and traffic police just watch them," the Bench said. The green panel said that if new cars are being allowed to registered, they must be given proper parking spaces. It also directed the government and the traffic police to challan and seize 10-year-old diesel vehicles and 15-year-old petrol vehicles to curb air pollution in the city. "We direct the Commissioner of Police, Delhi to ensure that vehicles which are violating the above directions of the Tribunal should be seized and compliance report be submitted to the Tribunal on the next date of hearing," the Bench said.
