He is saying he will get his flat registered once receive token money. In this case is it safe to give token money to seller with his flat registry still pending? If seller has to register his flat in any case then why he is waiting for buyer's token money? I heard many sellers got some under the table deal with Noida Authority to get their name changed at record and get replaced with buyers' names. I don't want to go ahead with such deals and want to avoid sellers with this kind of profile.

Insist on flat registry first and then only proceed with the deal. If the seller refuses, look for other options.

All white. The question is? Has seller also bought this property by paying some black, if yes, he will always ask for black component. You still have people who want to do deal in all white. By paying in black , you will be devaluing your property. Important- if one buys a property under circle rate you still need to get it registered at the circle rate.
