This was not a sudden or random act. 1.PPF rates have been linked to the G-Sec rates since years. 2.The announcement about linking the SSS rates with same have also been widely publicized. 3.It's no secret that the interest rates in the economy are going down. 4.That the rates for SSS and PPF would be calculated and notified quarterly instead of yearly was also clearly specified. And yet, people didn't see this coming? How?
